You certainly could use it for that tho not just by itself,the on board helicopter would carry its own sonar and torpedoes to destroy the targets,but it also has a very large free space between the pontoons/hulls which could be used as a dock perhaps for the smaller subs or patrol craft to be replenished or perhaps as a mothership/support craft for other operations such as special forces insertions/pickups
