it cleared the value of it , but it also cleared the dangers , you can't control viral bio agent , you can control spreads of poison , you can control spread of chemicals , you can decide where to drop the nuke but when it come to viruses o to lesser extend bacterial agents , you can use them but you cant control them , they will come back and bite you

Bioweapons must be used for the purpose of deterence---they should not be too deadly but they should be able to ruin enemy's economy (in case if enemy threatens to carpet bomb your infrastructure)

it does not need to be that contagious and deadly, a simple diarrhea and a pain in stomach does the job which is rendering enemy forces ineffective. also the bio agent can be a bacteria, fungus, parasite... as the viruses are bitchy things.
also in many cases in the last two years i noticed that the thing stays between us and a war with US is a national disaster in their mainland. a tornado, earthquake, Californian jungles in fire, flood... or a wide spread disease.
wide spread blackouts also have the similar effect. also we remember Chernobyl and how much that costed the soviet union.
BTW as you said you are a doctor earlier, is there any way to make a not airborne virus airborne for a small period of time??

There is a difference, thats deterrence. The whole concept is of MAD, mutually assured destruction. While bio weapons are more sensitive. One leak of a contagious virus and they will wipe off their own population.
