The sea trials have faced delays due to unavailability of service engineers from Europe and Russia, whose return to Cochin Shipyard has been delayed due to the ongoing COVID-19 pandemic.
So it would have been cheaper buying it from Russia, considering their only contribution is building a metal tin can, I doubt it was worth it. So foreign service engineers can actually grab India by the balls? Lol. Man, China eoukd never allow such blackmail. LolThis article says, " .....first Indian-built aircraft carrier, the Vikrant, which is already more than five years behind schedule. With cost overruns and 36 aircraft, the total price is likely to be $10–11 billion."
A third aircraft carrier for India: Budget versus necessity
Concerns about cost overruns should be kept in perspective. The need for naval power projection is only growing.www.lowyinstitute.org
Remember how the Indians were so upset at the Russians for having to raise the price of what became the INS Vikramaditya? from $974 million to $2.35 billion.
" This view is reinforced by India’s bitter experience in acquiring the Vikramaditya from Russia, when the original price rose from US$974 million to $2.35 billion. Together with 45 MiG-29K aircraft and additional modifications, the overall price now sits somewhere between $6 billion and $7 billion."
9 more jets with the Vikramadiya too.
Less noise if they are paying themselves.

Nope, that's the initial phase, Russians screwed up with delivery then they so called came up with their own high strength steel. You might be giving them too much credit. If I recall correctly they had to import special grade steel for the hull.
Indians make fun of UAE for buying their Mars program from the US, but what are they doing with their carrier program?

That is a false comparison because indians invented aircraft carriers, rockets and space technology.
