Lt Gen Saranjeet Singh, GOC, White Knight Corps, on Friday admitted that a group of four terrorists, who were killed by the Army in an operation near Sunderbani on March 28, had infiltrated into the state by breaching the Line of Control (LoC).

Speaking on the sidelines of the Rajouri Day celebrations on Friday, he said maintaining zero infiltration on the LoC was difficult because the fence passed through dense forests, uneven terrain and rivulets.

“In Sunderbani, four terrorists managed to intrude to this side of the border, not by cutting the fence but by adopting some other measures which can’t be disclosed,” said the Corps Commander.

When asked about the overground workers (OGWs) of militant organisations, he said only a few OGWs were active and they too were under observation.

“No crackdown against OGWs is needed at present as the Army is getting support from every section of society,” he said, adding that between 150-200 terrorists were camping along the LoC in Azad Kashmir for infiltration with support from the Azad Kashmir administration and Pakistan army.

“The Army is always ready and capable to give a befitting reply to any misadventure on the LoC by the Pakistan army, including pushing the terrorists under the guise of heavy firing and shelling,” said the GOC, 16 Corps.

Replying to a question, he said, “People of India and the Army want peace for development.”

Police in border districts of Pathankot, Gurdaspur and Batala are on a high alert after reports of ‘carjacking’ near the International border late Sunday night.

IG (Border) Surinder Pal Singh Parmar confirmed the incident and added that a massive manhunt had been launched after the questioning of the car owner Gujjar Maskin Ali. The car owner told the police that two unidentified armed fled with his car after threatening him.

Pathankot SSP Vivek Sheel Soni received a call from the control room around 11 pm about the incident. After making initial inquiries from the SHO Narot Jaimal Singh police station, the SSP sensed that the threat was “indeed real” and immediately put his force into action.

Within two hours all vital installations in the city, including the road leading to the civil airport, Air Force station, Mamun cantonment and the ammunition dump -- considered to be one of the biggest army storage facility in North India -- were secured.

By the time morning walkers hit the streets, the city had been converted into an impregnable fortress with the cops also establishing a dozen check posts on the strategic Jammu-Pathankot national highway.

Two officers also dead in encounter
Four Pakistan based terrorists were gunned down and two security forces’ personnel lost their life in a fierce encounter that broke out in the forest area in the Pulwama district in Jammu and Kashmir, an official said.

Based on intelligence developed by police on the presence of terrorists, security forces launched an operation in the Laam forest of Tral area, the official said.

The slain personnel were identified as Sepoy Ajay Kumar and Constable Lateef Gujri.

The identity of the slain militants was being ascertained, the official said adding at least two of them were believed to be foreigners.

A civilian was killed after car-borne militants opened fire at a road opening party of the Central Reserve Police Force here on Thursday. The civilian had been identified as Shakeeb Shabir Shah from Shopian district. A hunt had been launched to nab the militants, said the police.

“At 2.20 pm, the militants, travelling in a Santro car, opened fire at security forces in the Laizbal area of the town, along the Khannabal-Pahalgam road,” Senior Superintendent of Police Altaf Khan said, adding that one of the bullets hit Shakeeb, who was passing by in a Tata Sumo.

Shakeeb succumbed to his injuries while being taken to Srinagar. Meanwhile, the Army fired in air and burst teargas shells when some students of the Islamic University of Science and Technology (IUST) in Awantipora threw stones at Army personnel near the campus.

“University students threw stones at an Army party while it was laying and repairing cables near the campus,” a police spokesperson said. He said the Army fired in air and the police rushed to the spot. However, students and university administration refuted the police claims.

They termed the Army action as completely uncalled for and unprovoked. Mushtaq A Siddiqui, VC, took note of the “unprovoked” use of teargas shells. “There was no provocation from the students as normal classwork was on in the varsity when the incident occurred. Protests started only after the firing incident,” Siddiqui said in a press release.

Three hurt in Kulgam grenade attack Anantnag: Two policemen and a civilian were injured in a grenade blast in Kulgam district on Thursday evening. The injured have been rushed to a hospital. A police official said militants hurled a grenade at a police station at the main town in Kulgam around 8.10 pm. “The grenade exploded outside the premises of the police station,” the official said. Militants disarmed policemen guarding a temple in Budgam district of Jammu and Kashmir and decamped with four service rifles, police said on Thursday.

The ultras barged into the police post, set up for guarding the temple at Goripora in Budgam, on Wednesday night and disarmed the cops posted there, a police official said.

He said the militants then decamped with four service rifles from the police post.

Security forces had cordoned off the area and launched a manhunt for the militants, he added.

The official said a departmental inquiry had been initiated into the incident. PTI

J&K police report says outfit has indoctrinated several recruits in Kashmir
The Pakistan based terrorists group found Fardeen Khanday when he was in Class X. He was barely 16. For four months, Fardeen trained in the forests not far from his home in Tral, a sub-district of Pulwama in south Kashmir.

Then early on January 1, 2018, he attacked a CRPF camp at Lethpora with another militant, in a fidayeen (suicide) operation. Five uniformed personnel died, as did Fardeen and his partner.

Sons of policemen

Abid Maqbool Bhat, 19, a polytechnic student, had been with the Jaish for a little over a month. It was enough for the outfit to push him into an encounter with the security forces on April 24. He died around 15 km from his home.

The irony is both Fardeen and Maqbool were sons of policemen. Fardeen’s father is a constable and Maqbool’s is an assistant sub-inspector.

Fardeen was the eldest of three siblings. After his killing, his father, constable Ghuman Mohuddin Khanday, was removed from the Inspector General’s escort team. His friends recall Fardeen as a shy and obedient boy, who would often lead prayers at the mosque nearby. His family said their son never discussed politics at home.

“I have never seen my son hurting anyone. I don’t know what went wrong,” said his father.

Bhat and Khanday are the latest tools in the JeM’s new strategy of recruiting and training young, local boys for fidayeen attacks. An internal report of the Jammu and Kashmir police, accessed by The Hindu, details the outfit’s game plan, even as it adds steadily to its ranks — up to 10 youth have been recruited since January for “indoctrination.”

An eight-minute video of young Fardeen, shot shortly before the Lethpora attack, is “being used as fodder for indoctrination”, the police report says. In the video, the boy looks unsettlingly calm, as he invites local youth to join jehad, saying there is no freedom without sacrifice. The video was widely shared via mobile phones.

“The Lethpora attack was surely different because of its composition, with two local recruits, and the use of media to glorify imminent death,” reads the report.

Warning that while the JeM may have remained dormant for some time, the report says the outfit “has gained strength and is now focused on the induction of locals into the fidayeen squads.”

Inducting local youth as fidayeen, the report said, has become relatively easier in south Kashmir, where there is considerable support for militancy. “More attacks by locals like the Lethpora attack cannot be ruled out,” it warned.

"The theory that local militants do not believe in suicide acts has been broken by the JeM. If this recruitment drive does not get a full stop, it will be deadly and dangerous for the security forces. It’s a worrisome trend,” it said.

Media reports point out that militant outfits like the JeM and Lashkar-e-Taiba (LeT) have so far turned to Pakistani militants to carry out these attacks as they better trained, specially in the use of ammunition.

Master trainer

Noor Muhammad Tantray alias Noor Trali, considered the leading strategist of the JeM in south Kashmir, who was killed in an encounter on December 26 last year, “was the main motivator and local recruiter” for the outfit. Trali, who was arrested in 2003 and sentenced to a life term for his role in the 2001 attack on Parliament, was moved from Tihar Jail to Srinagar Jail. He was released on parole in 2015. He jumped parole and quickly went underground, joining the JeM. His ability to inspire and efficiently train recruits can be gauged from the fact that 24 grenades were found on Khanday’s body. Incidentally, the teenager is considered Trali’s first fidayeen recruit.

JeM’s founder Masood Azhar, the report pointed out, used the Lethpora attack “to make a psychological comeback... by executing the attack through the locals, who planned and identified the target unlike the trend where handlers across the border would do so”.

The outfit's stronghold remains Tral-Awantipora-Pulwama belt in south Kashmir. The adjacent Srinagar-Jammu National Highway has thus become vulnerable to attacks. The challenge now is to keep the Jaish confined to this area and not allow it to spread, the report says. If it were to expand to Srinagar, the security costs it would impose would be severe, the report warns.

The killing on March 5 of JeM’s operational commander Mufti Waqas who replaced Trali’ in a ‘surgical strike' in Awantipora and Qazi Yasir, a close confidante of Azhar, in Tral this week, however, “have struck a blow to JeM’s designs to train fidayeens”, the report claimed.

“JeM’s operational commander Yasir was among the four killed,” said Director General of Police (DGP) S.P Vaid. Yasir, who was killed along with two local recruits and a foreigner, had infiltrated in March this year.

Police data suggest between 40 to 50 Pakistan based Terrorists cadres are active in the state. “Over 10 are locals and trained for major attacks,” said a top counter-insurgency cell official.

Pakistan based terrorist group has carried out four major fidayeen attacks in the past 12 months, including attacks on the Pulwama District Police Lines, the CRPF camp at Humhama and the Sunjuwan Army Camp attack in Jammu.

The outfit was first to introduce local fidayeen on November 3, 1999, when a Srinagar boy, Afad Ahmad Shah, along with another militant drove a IED-laden car into the Badamibagh Cantonment. Eight officers, including PRO Major Pramod Purshottam were killed along with the attackers.

“Theologically, the suicide bombings and fidayeen attacks are a Salafi tradition. Therefore, it’s not surprising if Lashkar-e-Taiba does something spectacular with local utilisation of cadres,” the report added. The JeM and LeT are jockeying for power among the militant groups and use evermore more ferocious attacks to take centerstage and recruit more locals.

MILITANTS on Sunday shot at and critically injured a local BJP leader in Srinagar. Zubair Ahmad Parray was attacked at his crockery shop in Alochibagh neighbourhood of Srinagar. He was taken to Shri Maharaja Hari Singh (SMHS) hospital where doctors termed his condition as critical.

Police sources said Parray was attacked for his association with the BJP. They said he campaigned in Srinagar, especially at Batamaloo, for the party in the 2014 parliamentary and assembly elections. While most BJP leaders are silent over Parray’s association with the party, a senior leader confirmed to The Indian Express that he belonged to the party. “Yes, he was our man. He was our vice-president for the Batamaloo constituency,” said a BJP leader.

“We have been told (by party leadership) not to talk about this issue. The party apprehends that it would create fear in other
party workers.” Parray is the second BJP leader to be attacked by suspected militants in the past four days. On April 25, militants killed BJP leader Ghulam Nabi Patel at Rajpora in south Kashmir’s Pulwama district. Patel’s vehicle was targeted when it was moving towards Pulwama. While Patel was killed in spot, two of his personal security officers were injured in the attack.

No casualties were reported.

A patrol party of Army’s 34 Rashtriya Rifles was fired upon by militants in Malikgund area, he said.

The official said the Army personnel retaliated, forcing the militants to flee from the spot.

Two Hizb-ul-Mujahideen militants, including a 'commander', were killed and two soldiers injured during an anti-militancy operation by the Army in Pulwama on Monday.

Shahid Ashraf Dar, a resident of Arihal village, was killed in clashes with security forces during the operation.

An Army spokesman said two rifles were recovered from the site of operation, which began in the morning at Drabgam in Pulwama.

“The operation is still on,” said the spokesman. The militants were trapped in the hometown of Hizb commander Sameer Bhat alias 'Tiger', who is also believed dead in the encounter.

'Tiger' was wanted in many attacks on security forces. Another militant was identified as Aqib Khan of Rajpora, according to the locals.

Around 16 protesters also sustained injuries during the operation. Of them, five were shifted to a Srinagar hospital.

Internet services have been suspended in the area and train services stopped in south Kashmir.

Unknown gunmen killed three civilians by firing from a close range in north Kashmir's Baramulla on Monday evening, according to the Jammu and Kashmir police.

A Srinagar-based police spokesman said the three civilians were killed by unidentified militants.

The deceased victims were identified as Asif Ahmad Sheikh, Haseeb Ahmad Khan and Mohammad Asgar, all residents of Baramulla's Kakar Hamam.

The incident took place after sunset. An unknown number of gunmen fired upon the three civilians near Iqbal Market Khanpora. "The trio died on the spot. Their bodies were riddled with bullets," said the police.

The police, however, could not divulge any details on why these civilians were attacked by the gunmen. "We are investigating the matter," said a police official.

The area was cordoned off after the incident. However, no one was arrested when the report was filed.

"Preliminary investigation reveals the role of Pakistan based terrorist group on the killings. One Pakistan-based and two other local militants of old town Baramulla are the principal suspects in this case and wanted by law. The police have started the investigation into the matter," said the police spokesman.

At least 45 youths from the Kashmir Valley, including an MBA and a PhD scholar, have joined militancy this year till mid-April, according to officials, as the unusual surge in numbers take the security establishment by surprise.

According to the top brass of the security establishment in the border state, Shopian and Kulgam in south Kashmir have emerged as a major hub by respectively accounting for 12 and 9 of the 45 youths.

The other areas of south Kashmir which have witnessed youths taking to militancy are Anantnag (seven), Pulwama (four) and Awantipura (three). Moreover, unconfirmed reports, which were in the process of verification, suggest that three more from Pulwama had joined militant groups, officials said on Thursday.

Similarly, in north Kashmir, one youth from Handwara, two from Kupwara, one each from Bandipora and Sopore and one from Srinagar have disappeared in the recent past and are suspected to have joined militant organisations, they said.

This includes Junaid Ashraf Sehrai, 26, an MBA degree holder from Kashmir university, and son of Mohammed Ashraf Sehrai, who took over as chairman of Tehreik-e-Hurriyat from Syed Ali Shah Geelani. Teherik-e-Hurriyat is a pro-Pakistan amalgam of separatists groups. The list also includes a 26-year-old PhD scholar Mannan Bashir Wani hailing from Kupwara, officials said. Wani was studying in the Aligarh Muslim University (AMU).

According to officials, every funeral of a local militant spawns at least two additions to the ranks of militant groups. The Valley has witnessed killing of at least 55 militants, including 27 locals, this year. "It has become a bottom less pit. We engage, counter, eliminate or make them surrender and the very next day, social media gives us proof of birth of another militant. This vicious cycle needs to be broken," said a senior army official who is engaged in anti-militancy operations. Ruling party politicians from south Kashmir have reportedly abandoned their ancestral homes and housed themselves in well-fortified accommodations in Srinagar or Jammu.

Efforts to seek their comments on the situation in their constituencies did not yield any result as they were reluctant to be drawn into any debate related to militancy. A senior politician, who did not wish to be named, said: "Never has this situation arisen when space for mainstream politicians has shrunk to this extent. It is a scary situation". Security agencies believe that in April there has seen a conspicuous rise in the number of locals joining various militant groups after 13 local terrorists were killed in encounters with security forces in Shopian and Anantnag.

Former Jammu and Kashmir Chief Minister Omar Abdullah has been quite vocal about PDP-BJP government's alleged failure in checking the rising trend of youths joining militancy. "Mehbooba Mufti's biggest and least talked about failure has been the massive jump in the numbers of young Kashmiri men joining the ranks of militant organisations," he had tweeted earlier. On more and more locals joining militancy, he had said, "...Is no one in a position of power in Delhi alarmed by this because I certainly am!" Police have approached many parents requesting them to ask their children to surrender on the assurance of a normal life. The story remains unchanged, says a senior police official, who adds that many a time parents express their helplessness.

Appeals have been made by Mehbooba Mufti as well as state police chief SP Vaid and senior army officers but in vain. "We cannot keep a finger on any particular reason for the spurt in number of youth joining militancy. However, it could be growing influence of pan-Islamisation and religious indoctrination in which unemployment emerges as a catalyst for a quick reaction to pick up a gun," says a senior security official.

The first four months of 2018 has already witnessed 100 deaths, including 55 militants, 20 security personnel and 25 civilians. Of the 55 militants killed, 27 were locals whereas the rest were described as foreigners by security agencies in the press handouts issued post-encounters. In 2017, a total of 126 youths had picked up guns. It was the highest number since 2010, according to a recent data presented in the state assembly and Parliament.

There has been a steady rise in the number of youth taking up arms in the Valley since 2014 onwards as compared to 2011, 2012, and 2013. In 2010, 54 youths had joined militancy while in 2011, the number came down to 23 and further dipped to 21 in 2012 and 6 in 2013. In 2014, the number shot up to 53 and in 2015, it reached 66 before touching the highest mark of 88 in 2016, the data showed. - PTI

The immigration bureau has arrested three Kashmiri youths who were travelling to Pakistan via the integrated check post (ICP) at Attari and handed them over to the Jammu and Kashmir police, an intelligence official said.

The J&K police had issued lookout circular (LOC) against Sikand, Avesh and Irfan of Pulwama district. The three are in their twenties.

“They were detained in a local police station for a day. During their interrogation, the youths said they were going to Pakistan for study purpose. This is not the first case of Kashmiris being arrested at Attari,” the official said.

Border Security Force (BSF) deputy inspector general (DIG) JS Oberoi confirmed the arrest. Security agencies suspect that many of Kashmiri youngsters travel to Pakistan on the pretext of studying there for taking arms training.

On February 3, two Lashkar-e-Toiba militants were arrested in J&K’s Baramulla district by a joint team of the police, Army and CRPF. The accused were identified as Abdul Majeed Bhat and Mohammad Ashraf Mir, who had gone to Pakistan on a valid Pakistani visa and received arms training before returning to India via the Attari-Wagah border, the police in a press release had said.

On being questioned, the duo had revealed that they had undergone terror training in Pakistan along with a large number of Pakistani boys, many of them from Balochistan.

Senior superintendent of police (SSP rural) Parampal Singh said the immigration department has been arresting many Kashmiris from Attari border because they lack formalities to cross the border.

“Many of them are involved in disputes over land and defacement of public properties and the police issuing LOCs against them in some cases,” he said.

Unidentified people allegedly snatched a rifle from a policeman guarding the Kashmir University in Srinagar on Wednesday.

Police said the policeman was attacked while he was manning a guard post at the institution located near Rumi Gate. He was on deputation from the armed police.

A spokesperson said security personnel were searching the area, and suspects were being identified. “The policeman is doing fine,” said Kashmir inspector general of police SP Pani.

Earlier in the day, government forces and suspected militants exchanged fire in the forests of Tral in Awantipora – located 40 km south of Srinagar.

A police control room official said militants opened fire at a patrol party in Shikargah, forcing them to retaliate. “Searches conducted in the area have now ended without yielding any result,” he added.

The same day, a grenade was lobbed at the Rajpora police station in Pulwama district. There was no loss to life or property in the attack.

As many as 41 people, including militants, civilians and security personnel, were killed in various instances of violence across Kashmir last month. Around 23 people have been killed in May so far.

BSF troops thwarted an infiltration bid today along the International Border (IB) in Samba district of Jammu and Kashmir, where a high alert has been sounded ahead of Prime Minister Narendra Modi’s visit, officials said.

Modi will be visiting the state on May 19.

“There was an (infiltration) attempt today and it was foiled,” inspector general of BSF, Jammu Frontier, Ram Awtar, told PTI.

A group of infiltrators tried to cross over to the Indian territory in Bobiyan area earlier on Wednesday, taking advantage of the heavy foliage in the region.

A few rounds of fire were exchanged between the two sides before the infiltrators fled, Awtar said.

This is the fourth infiltration bid to be foiled by the BSF along the IB in the past four days.

Jammu region was put on high alert after movement of suspected militants was detected along the IB in Kathua district on Monday.

A 28-year-old BSF jawan was killed as Pakistani troops opened fire at forward posts in Manguchak area on Tuesday to help infiltrators cross over.

Security forces on Wednesday launched a search operation in a forest area of Tral in Pulwama district of Jammu and Kashmir following a brief exchange of firing with militants.

A brief exchange of firing took place between security forces and militants in Tral forests on Wednesday morning, a police official said.

He said security forces launched a search operation as the ultras fled in thick vegetation of the forest. Further details of the operation are awaited, the official said.

BSF confirms 5 militants sneaked into Indian side

Ahead of Prime Minister Narendra Modi's visit to Jammu and Kashmir on May 19, the Border Security Forces (BSF) have confirmed that five militants have sneaked into the Indian side.

BSF Director-General KK Sharma, who arrived here on Tuesday, after a trooper was killed in firing by the Pakistani rangers in Samba district, confirmed that the successful infiltration bid took place on Monday.

The BSF chief said the militants had sneaked in using a tunnel. He said a bigger infiltration bid aided by the Pakistani rangers was, however, foiled by the BSF on the international border (IB) on Tuesday.
