Srinagar, May 23 Ten civilians, including a 12-year-old boy, were on Wednesday injured in a grenade attack carried out by militants in Jammu and Kashmir’s Anantnag district, police said.

The militants hurled the bomb at a security forces patrol party at Goriwan Chowk in the Bijbehara area of south Kashmir, they said. The resulting explosion caused injuries to the civilians, including the boy and a few women, police said.

The injured were taken to a local hospital from where four were referred to Srinagar for further treatment. Security forces have cordoned off the area and have launched a search operation for the militants, police said. — PTI

Almost the entire stretch of the 198-km-long International Border — barring the “chicken neck” area of Akhnoor — saw heavy shelling by Pakistan and retaliation by the Border Security Force on Tuesday, resulting in injuries to 20, including a BSF jawan.

The local authorities have got more than 100 border villages vacated and shifted the residents to shelter camps. Bunker vehicles have also been put into service.

After Sunday, Pakistan Rangers intensified shelling in Arnia late on Monday night and also targeted the Samba, Hiranagar, RS Pura, Kathua, Rajbagh, Suchetgarh and Ramgarh sectors.

Four civilians were injured in RS Pura, two in Samba and one in Kathua, and BSF Constable Chouhan Singh in Rajbagh. Eleven civilians were injured in Samba’s Ramgarh sector on Tuesday evening.

It was a sleepless Monday night for the villagers of Arnia and RS Pura at the shelter camps. “The shelling was intense and without a break this time. We fled so fast that we left most of our belongings, including animals, behind. There is bound to be apprehension,” said Shinda Chowdhary of Treva in Arnia, 40 km from Jammu.

“Of 120 villages along the IB in Jammu district, 90 are affected and we have evacuated people. Shelter camps have been established in every area and all facilities are being given free of cost,” said Arun Manhas, Additional Deputy Commissioner, Jammu.

India to attend SCO meet on terror in Pak


New Delhi: An Indian delegation will attend an anti-terrorism conference being held in Islamabad under the banner of the Shanghai Cooperation Organisation (SCO). Pakistan will host its first SCO meeting after becoming a member of the organisation along with India in June 2017. India’s presence assumes significance since it had boycotted the South Asian Association of Regional Cooperation (SAARC) summit in Islamabad in 2016 citing Pakistan’s continuing support to cross-border terrorism.

Border tension escalates; 5 dead, 40,000 migrate in J&K

Jammu, May 23

At least five civilians, including a woman, were on Wednesday killed and nine others were injured in heavy shelling and firing by Pakistani Rangers on civilians areas along IB in Kathua-Jammu sectors.

Today is the 9th day of continuous firing and shelling by Pakistani Rangers along the IB and LoC in Jammu, Kathua and Samba districts.

A senior police officer said two civilians were killed and six injured, including three jawans, in the shelling and firing in Samba that started at 9 am.

The Pakistani Rangers also targeted civilian areas and posts in Kathua district.

In the firing and shelling, three persons were injured and one of them succumbed to injuries on way to hospital, he said adding the injured have been admitted to hospitals.

Confirming the casualties, DGP S P Vaid tweeted, “In a night long shelling and firing from across the border at Jammu International Border Kathua to Akhnoor so far four deaths have taken place and thirty injured. Very sad indeed."

Meanwhile, over 40,000 border villagers were forced to migrate from their homes as the Pakistan Rangers continued targeting civilian and defence facilities in Jammu, Samba and Kathua districts on Wednesday, police said.

While some of the migrants have taken shelter in makeshift camps set up by the administration, most others preferred to shift to the houses of relatives and friends.

Each household has left behind a male member to fend for the cattle and guard their homes from burglars.

The Pakistani side resorted to unprovoked shelling and firing at the Border Security Force and civilian facilities for the third consecutive on Wednesday, a police officer said.

Although the BSF was strongly and effectively retaliating, the officer said that there were confirmed large scale migration from R.S. Pura, Arnia, Ramgarh and other sectors close to the international border (IB).

On Tuesday, 18 civilians were injured in the Pakistani shelling in R.S. Pura and Ramgarh sectors.

Those with serious injuries were referred by attending doctors to government medical college hospital in Jammu.

Dozens of cattle have also perished in Pakistani shelling while houses and other structures have suffered huge damages. Agencies

The J&K Government has ordered the engagement of 20,000 security guards in government schools across the state.


The School Education Department has given two-year time for the appointment of the watch and ward staff. “The School Education Department has ordered the engagement of 20,000 security guards for government schools across the state in two years, with 10,000 during the current year and the remaining 10,000 during next year,” the order reads.

It said the engagement shall be made after following a proper and transparent procedure through district-level committees.

“The process of engagement of security staff shall be completed within 45 days from the date of issuance of advertisement notice. The committee shall comprise chief education officer, DIET principal and zonal education officers of the district concerned,” the order reads.

The appointees shall be paid a monthly honorarium of Rs 7,500, with 5 per cent hike every year, it adds.

“The expenditure on account of engagement of 10,000 security guards each in the current and next fiscal year shall be deductible to the ‘honorarium and remuneration’ head, for which a separate demand for funds shall be made by the School Education Department after the completion of the recruitment process,” the order reads.

The appointees must be Class X passouts to be eligible for the post. “They should be permanent residents of the state, belonging to the areas where the schools are located. They should be physically fit to perform their duties. Meanwhile, a single security man will guard two adjacent schools,” the order reads.

During the 2016 unrest, around 37 schools were gutted. The step to appoint the security staff, according to officials, has been taken for the safety of the schools.

Bodies of two militants were found while the Army was conducting searches on Thursday morning.

Two militants were killed on Thursday in a gunfight between security forces and militants in Jammu and Kashmir’s Kupwara district, police said.

Police sources said militants fired at a patrol party of Rashtriya Rifles in Kralgund forest area of the district late on Wednesday.

“Army retaliated the fire after which an encounter started there. During searches on Thursday morning bodies of two militants were recovered with weapons,” police said.

Identity of slain militants was being established.

Militants fired upon a CRPF vehicle in Pulwama on Friday morning.

Security forces in Jammu and Kashmir have been put on a high alert following reports of large scale infiltration of militants in the Valley from across the Line of Control, officials said here on Friday.

Militants fired upon a CRPF vehicle in Pulwama on Friday morning. A police official there were no injuries in the attack. The CRPF vehicle of 183 Battalion came under fire at Eidgah crossing in Pulwama town. SSP Pulwama Mohd. Asalam Chaudhary said, "Soon after this incident, whole area has been cordoned off."

There are reports of infiltration of over 20 militants into Kashmir from Azad Kashmir (Azad Kashmir) recently, the officials said. They said most of the militants are believed to be affiliated to Pakistan based militant group .

The security grid is apprehending a spike in militant attacks in the state, particularly in the Valley, the officials added. The security forces have been asked to remain on a high alert and maintain vigil around sensitive security installations across the State, they said.

The officials said it is rare for such a large number of militants to infiltrate in one go and indicated the desperation of their handlers across the LoC to keep the Kashmir pot boiling.

Terrorists lob grenades at bunker vehicle in J&K’s Pulwama

Terrorists lobbed grenades and fired upon a bunker vehicle of the 183 Central Reserve Police Force (CRPF) battalion on Friday, while it was on its way to an Idgah in Jammu and Kashmir’s Pulwama district. No casuality has been reported.

The security forces have also recovered three bags containing suspected Improvised Explosive Device (IED) mechanism during a search operation conducted after terrorists fired upon the bunker.

Earlier in the day, a high alert was issued in Srinagar over the possibility of a Fidayeen and a hit-and-run attack on security forces and their establishments in the next two or three days.

The alert was issued after the intelligence agency confirmed about the infiltration of some terrorists in the region from across the border.

In view of this, the security has been beefed up in the region. Hotels and guest houses are being checked for the presence of any suspicious person.

Checking and frisking have also been intensified at all entry points of the state. ANI

Handwara: Two militants were killed in an overnight gun battle in the Qaziabad forest of the Handwara area in Kupwara district, the Army said on Thursday. A search operation launched in the forest area on Thursday morning following the gunfight was called off this evening, a police officer said. “The bodies of the two militants were found during the searches. Their identity, however, could not be established. Some ammunition was also recovered from the forest area during the search operation,” he said. The gunfight which lasted about three hours broke out on Wednesday evening after the militants opened fire on an Army patrol, he said. OC

Video of ultras questioning SPO goes viral

Srinagar: A video showing militants interrogating a Special Police Officer (SPO), who was shot at and critically injured by the ultras in Pulwama district, has gone viral on the social media. SPO Aqib Wagay was shot at in his both legs by the militants in Puchal village of the south Kashmir district on Tuesday, leaving him with critical injuries. The video was shot before he was fired upon. The 1.23-minute-long video shows that he was being questioned by the militants for being involved in supply of liquor to villages from an Army camp. Immediately after being shot, Wagay was shifted to a nearby hospital. Later, he was referred to 92 Base Hospital here. A police official said Wagay was recovering in the hospital but his leg was amputated to save his life. PTI

Jammu: A villager was killed in Poonch district on Thursday when he accidentally stepped on a landmine near the LoC. He has been identified as Imam Din of Bagyal Dara village. Landmines are planted by the Army near the LoC to prevent infiltration. IANS

how come they are unidentified when Indian forces had a list of 400 in waiting, identify them as Pakistani originating for the village of "pagalan da Tola", house no 420, and put Shahid Afridi green shirt on them

Security personnel in Kashmir have been placed on high alert in the wake of inputs that Pakistan based militants may try to target their installations.

Officials reportedly picked up wireless chatter indicating that some militants were planning to target security installations either in south Kashmir or Srinagar on that particular day. “Security forces have been placed on high alert with special instructions in light of these strong inputs. There were inputs of a similar attempt last year too, but the militants could not pull off the attacks due to increased cover,” a senior police officer familiar with the development said.

The inputs suggested that the attacks were supposed to be carried out by foreign militants affiliated to the Pakistan Based Militant Groups. “According to reports reaching us, militants in south Kashmir were assigned the responsibility of targeting the camps on the seventeenth day of Ramzan. We are not going to take any chances, and security has been beefed up,” said an officer deployed in south Kashmir.

Police have already issued an advisory to its officers in charge of security installations, and asked them to follow the standing operating procedure in the eventuality of a terror attack. Additional security personnel have been deployed, and vigil is likely to be stepped up in such areas especially after dark. Additional bullet proof vehicles have been deployed close to police camps as well as highways. Special barricades and check posts have also been set up at various locations in the Valley to thwart militant movement.

There have been several attacks on police and Army personnel after the Centre announced an unilateral Ramzan ceasefire earlier this month. An army soldier was killed and three others were injured in two separate attacks in south Kashmir’s Pulwama and Shopian districts. In spite of this, security forces refrained from launching any cordon-and-search or search-and-destroy operations against militants during this period.

Seven militants were killed in two operations conducted in north Kashmir’s Kupwara district since the ceasefire call. Army officers said all of them were foreigners who attacked an army patrol after infiltrating into the Valley.


Four injured in militant attacks

Meanwhile, militants targeted the CRPF and the house of a Tral legislator – injuring two paramilitary jawans and two civilians – in three separate incidents across south Kashmir on Friday.

In the first instance, militants lobbed a grenade at a CRPF vehicle early in the day. The same afternoon, alleged extremists hurled a grenade at the house of legislator Mushtaq Ahmad Shah but failed to notch any casualties. It was in the third incident, carried out in the evening, that militants targeted another CRPF vehicle at Khanbal in Anantnag – injuring the jawans and the civilians.

Four CRPF jawans and three civilians, including a woman, were injured in two grenade attacks in Srinagar on Saturday.

Militants lobbed a grenade at a structure housing CRPF's 82 Battalion at Fateh Kadal in the afternoon. The attack happened in the same area where a youth was buried in the morning. The youth came under the wheels of the CRPF vehicle that was negotiating its way through the protesters hurling stones at it outside the mosque after Friday prayers. The area remained tense all day.

A police official said all the injured suffered splinter wounds. One woman was also among the injured. "Three paramilitary men who sustained splinter injuries were shifted to a hospital," said an official.

The paramilitary force was deployed to maintain law and order in the area.

Another CRPF jawan was injured in the evening when militants hurled a grenade near Budshah Bridge near Maisuma Lal chowk in Srinagar. A CRPF vehicle was the target of the militants.

One civilian also suffered splinter wounds. "All injured are stable," said an official.

Meanwhile, special police officer (SPO), Aqib Wagay, who was injured critically after being fired upon by militants at Puchal area of south Kashmir’s Pulwama district last week, succumbed to his injuries on Saturday evening.
 
The Border Security Force and Pakistan Rangers exchanged heavy fire in Pargwal sector of Akhnoor on early Sunday morning after two BSF men were killed in Pakistani sniper fire earlier in the night.

The latest skirmish comes barely four days after the Director General of Military Operations (DGMO) of Pakistan called up his Indian counterpart for restoring ceasefire agreement on May 29.

Heavy Pakistani shelling in Pargwal sector also injured 12 villagers.

At least 10 BSF posts and 35 villages were being targeted by the Pakistani forces.

BSF Jammu frontier inspector general Ram Awtar said, “There was a targeted fire on our duty mounds from across the international border which was helped by adjoining posts of Rangers. Two our men were martyred.”

Pargwal police post in-charge Brij Lal Sharma said, “Around 2.15 am on Sunday, two BSF men were killed in sniper fire by Pakistan across the international border in Pargwal sector of Akhnoor sub division in Jammu.”

Another police officer said that Pargwal market is being targeted by the Pak Rangers.

Explosions of mortar shells could be heard in Jammu city.

An Intelligence official said that 2:15 am Pakistan Rangers of 21 Chenab Rangers opened sniper fire at BSF’s on Jaman Bela post of 33 Battalion in Pargwal sector.

“As a result BSF constable V K Pandey and ASI S N Yadav died on the spot and mortar firing started between both the sides, which is continuing,” he added.

Pandey was 27 and Yadav was 48.

At least 12 people including two BSF men were killed in intense Pak shelling for nine straight days from May 15 to May 23 in Jammu, Samba and Kathua districts, which had displaced over a lakh people from the border areas, prompting the state government to set up relief camps away from firing range of the enemy.

With the annual pilgrimage to the cave shrine of Amarnath is scheduled to begin on June 28, the security apparatus in Jammu and Kashmir is on alert after intelligence inputs that a large number of terrorists including suicide bombers of the Lashkar-e-Taiba have been kept in various launch pads across the Line of Control to be pushed into the state.

Union home minister Rajnath Singh is visiting the state on June 7 and 8 to review the security scenario.

Local news gathering agency GNS quoting sources said Shamsul Haq Mengnoo son of Mohammad Rafiq Mengnoo, a resident of Draggud village in Shopian has gone missing since May 26.

Shamsul Haq, who is pursuing Bachelors of Unani Medicine and Surgery (BUMS) from a government college in Srinagar, is brother of a Kashmiri IPS officer, who has been allotted outside JK cadre.

According to unconfirmed reports At least 60 local boys, including an assistant professor, an MBA pass-out and a PhD scholar,as the unusual surge in numbers take the security establishment by surprise.

The list also includes a 26-year-old PhD scholar Mannan Bashir Wani hailing from Kupwara. Wani was studying in the Aligarh Muslim University (AMU). Prof Mohammad Rafi Bhat, who was teaching Sociology at Kashmir University,
was killed just in 36-hours in May this year.

Compensation for loss of milch animals due to cross-border firing in J&K increased

Govt of India has enhanced the compensation for loss of milch animals due to corss-border firing in Jammu & Kashmir to Rs. 50,000/- per milch animal. Border areas of Jammu and Kashmir are facing losses of livestock, crops, houses etc. due to corss-border firing from across the border.

It may be recalled that the Govt. of India had announced expenditure for relief camps and compensation for losses of houses, crops, livestock at NDRF rates to the victims of cross-border firing in the month of December, 2017. It was, however, observed that compensation for loss of milch animals which was Rs. 30,000/- per milch animal, was quite inadequate compared to actual value of milch animals. Considering the problem of border-residents, Govt of India has increased the compensation amount to Rs. 50,000/-.

These claims will initially be paid to the victims by the State Government of J&K after evaluating the actual loss. The amount will then be reimbursed by the Ministry of Home Affairs under Security Related Expenditure (Relief & Rehabilitation) Scheme. Orders in this regard have been issued to J&K Govt. on 1st June, 2018.

At least 12 people and four policemen were injured when an unidentified person hurled a grenade at security personnel in Jammu and Kashmir’s Shopian, police said on Monday, amid a unilateral Ramzan ceasefire announced by the Centre last month.

“Militants today afternoon lobbed a grenade at Shopian in Batapora area which exploded inflicting injuries to several civilians and few policemen. The grenade exploded along the roadside amid the civilian population,” a police spokesperson said.

“A young girl has received critical injuries in this explosion,” he said adding that the injured were shifted to a hospital.

Police also fired some shorts in the air and the area was cordoned by security personnel.

No militant organisation has claimed responsibility for the attack.

Several attacks have been reported during the holy Muslim month when the security forces have suspended operations against militants in Kashmir.

Eight people including four paramilitary Central Reserve Police Force (CRPF) troopers and an equal number of civilians were injured on Saturday in four grenade attacks carried out by the militants.
