In 45 days, youth who joined militancy went up from 30 to 69, says police report
The offensive launched by security forces this year against local militants has “flipped their recruitment which doubled,” especially after the April 1 operation that left 13 locals dead in coordinated operations, according to the fresh data on militancy released by the police.

According to the figures collated by the police from the militancy hub of south Kashmir, comprising four districts, 69 local youths joined militancy since January this year. Of them, 35 joined immediately after the multiple operations were conducted on April 1 in a major offensive against militancy in south Kashmir, the police report says.

“In first 90 days of this year, over 30 locals joined the militant ranks but in just 45 days, since April 1, the figure doubled to 69,” says the report.

The operation in April, which left 13 local militants and four civilians dead, was described as a “ major dent” to the recruitment process as two key handlers of the Hizbul Mujahideen were killed in the encounter.

“The operation did dent the Hizb’s capabilities to strike against the security forces but the recruitment was adversely impacted as more and more youth joined it,” says the report.

District-wise figures

According to district-wise recruitment figures collected since April 1, Pulwama saw 24 youths joining militancy, followed by Shopian with 10, Kulgam three and one each from Bandipora and Ganderbal.

The fresh recruits included an assistant professor and a postgraduate in mathematics, Tawseef Ahmad Thokar, who went missing this week from Pulwama’s Awantipora area. Thirty-seven recruits have already been killed in operations so far.

A BSF jawan was among two persons injured when Pakistan Rangers opened fire and lobbed mortars at over 15 Border Out Posts and some civilian areas along the International Border in Samba and Kathua districts of Jammu and Kashmir, an official said on Thursday. The firing and mortar shelling along the IB in Samba district started around 2 am, while it started at around 10 PM last night in Kathua’s Hiranagar sector, a senior BSF officer told PTI.

BSF troops guarding the borderline retaliated and the exchange of fire was going on when reports last came in, the officer said. Schools in five km area along the IB have been closed by authorities in the wake of the shelling, officials said. Giving details, the officer said, “Pakistan Rangers violated the ceasefire and resorted to heavy and unprovoked mortar shelling and firing along the IB on 10 to 15 BoPs in Samba and Kathua districts since last night”. In the exchanges, a BSF jawan suffered injuries and has been hospitalised.

While one BSF jawan suffered injuries in Samba, another civilian Dost Ram suffered injuries in Hiranagar sector of Kathua district, police said. The areas hit in the cross-border firing and shelling included Regal, Chalyari, Chachwal, Maguchak, Suchetgarh, Bobiya, Londi, Karol Katav, Manyari, Chann Lal Din of twin districts. Authorities have activated safe shelters and other facilities and have alerted police for evacuation in case of escalation in the exchanges of shelling and firing.

On May 15, a 28-year-old BSF jawan was killed as Pakistani troops violated the ceasefire by opening fire on forward posts to help infiltrators cross the International Border (IB) in Samba sector. Troops also foiled four infiltration bids along the IB since Sunday. The BSF jawan’s death took the number of persons killed in over 700 incidents of Pakistani shelling along the IB and Line of Control (LoC) in the State to 33, the highest this year. The deceased included 17 security personnel.
 
BSF anticipated post-harvest attack.
The Border Security Force (BSF) said the current spell of cross-border firing along the Jammu border was expected as the harvest season is over. A senior official said this was the “third spell” of heavy firing from across the border this year. The first two spells were reported in January.

A senior BSF official said they had picked up intelligence that Pakistan would resort to unprovoked firing in the Jammu sector as villagers on both sides of the border were done harvesting their crops. The areas along the International Border in Jammu are densely populated with locals allowed to cultivate their land 150 yards beyond the “zero line”.

No link to ceasefire

“We were anticipating this kind of provocation from Pakistan’s side. They resort to such acts to disrupt the atmosphere on the border. Last year during the same period there were a few incidents but the intensity was not great,” said a senior BSF official.

Another official said the ceasefire violations along the border were not concretely linked to the suspension of operations in Jammu and Kashmir announced by the Centre this week.

“The suspension of operations in the month of Ramzan pertains to action against militants in the Kashmir Valley. It has no bearing on either IB or the Line of Control. We were anticipating firing along the IB since the harvest season was over,” said the official.

The 740-km LoC is under the operational control of the Army and 192 km IB along Jammu is manned by the BSF.

Over 100 violations

The official said there have been more than 100 ceasefire violations this year. On May 14, constable Devender Singh was killed when Pakistan troops resorted to unprovoked and indiscriminate firing on forward posts in the Manguchak area in Samba.

In the early hours of Friday, constable Sitaram Upadhyay was killed while retaliating to unprovoked firing from Pakistani troops in Arnia.

The official said the vigil on the border is at the maximum and there was no need for extra deployment.

“We have asked the civil administration to sensitise the people to either stay indoors or move to safer locations,” he added.

Five people--a BSF jawan and four civilians--were killed as Pakistan violated ceasefire in the wee hours of Friday. The BSF jawan died at Jabbowal border outpost in Jammu and the civilians in RS Pura sector. Sita Ram Upadhyaya, a resident of Giridih district of Jharkhand, received a head injury and was declared brought dead at Government Medical College and Hospital (GMCH) here.

The four civilians dead have been identified as Tarsem Lal and Manjeet, both husbund and wife, Sat Pal, and Jagmohan.

Two civilians were also injured in border firing and they were admitted to the GMCH here. They have been identified as Payara Lal, 60, of Sambka village in RS Pura and Raman Kumar Gupta, 55, a resident of Treva Arnia. Another civilian, Farooq Din of Jora Farm was also injured in the ceasefire violation. All schools falling in a radius of 3 km from border in RS Pura will remain closed on Friday due to heavy shelling.

A day ahead of Prime Minister Narendra Modi’s visit, the Army on Friday claimed to have killed three unidentified militants in an ongoing gunfight in north Kashmir’s Kupwara district.

The gunfight erupted on Friday evening when a group of freshly infiltrated militants were intercepted by the Army close to the Line of Control (LoC) at the Kanwar Brinjal forest in Handwara, over 100 km from Srinagar.

“As the group was challenged, it opened fire, which was returned. In the ongoing gunfight, three terrorists were killed and the operation is underway,” a senior defence official said.

He said the identity and affiliation of the slain militants was being established. The official said the militants had planned to disrupt the ongoing ceasefire in the Valley.

“We were tracing this group since Thursday and we had inputs that the group had directions from across to disrupt the ceasefire in the hinterland,” the official said.

The Centre on Wednesday announced cessation of the counter-militancy operations across Kashmir during Ramzan. While the anti-militancy operations have been put off in the Valley, there is no cessation of operations along the LoC.

The security forces have been told to retaliate if attacked or if essential to protect the lives of innocent people.

Four unidentified militants have been killed in an encounter in the forests of Hafradu in Kashmir’s Kupwara district, close to the Line of Control (LoC), the Army said on Saturday.

The Army and police had launched a joint operation in the forests of Shah Nagri Vilgam, about 8–9 km from the LoC, on Friday after they received specific information about the presence of militants.

Officials said the operation was still underway and the possibility of more militants hiding in the forests could not be ruled out.

Army officials said during searches, militants opened fire on the forces, triggering retaliation, in which three militants were killed on Friday, while another militant was killed on Saturday morning.

An Army spokesman said the identities of the slain militants were being ascertained.

Officials said that the slain militants could be foreigners who had infiltrated recently through the LoC from Kupwara.

The encounter took place at a time when the snow had started melting from the mountains and ridges of North Kashmir’s Kupwara district.

In the past, militants have used the forests of Shamsabari range to sneak into the Valley from the Pakistan Occupied Kashmir (Azad Kashmir).

After crossing the LoC, the militants use Hafradu forests, where the encounter happened, as a transition point before moving to Baramulla or Bandipore districts.

Pakistani troops ‘plead for ceasefire’ after BSF destroys assets across IB

Jammu, May 20

The Border Security Force (BSF) has said that the Pakistan Rangers on Sunday “pleaded” with them to stop firing along the IB after being pounded with heavy artillery that also left a trooper dead across the border.

The border guarding force also released a 19-second thermal-imagery footage showing the destruction of a Pakistani picket across the border in retaliation to the unprovoked firing and shelling along the IB. “(Pakistan) Rangers called up Jammu BSF formation today and beseeched to stop firing,” a BSF spokesman said.

“The beftting reply by BSF units to the unprovoked shelling and firing across the IB by Pakistani forces has forced them to plead for ceasefire,” a senior official said.

“For the last three days, the precision fire of BSF troopers on Pakistani firing locations inflicted heavy losses and on Saturday this firing found their mark with one of the rangers in chicken neck area,” the official said.

The BSF had lost two of its jawans in this latest round of unprovoked firing on the Jammu IB over the last few days.

A number of civilians were also killed and injured in the Jammu area due to this firing incident which was seen to have increased in the wake of Prime Minister Narendra Modi’s day-long visit to Jammu and Kashmir on Saturday.

Jammu and Kashmir witnessed a spurt in Pakistani shelling and firing along the IB and the Line of Control (LoC) this year.

Over 700 incidents of fire and shelling were reported, which left 38 people including 18 security personnel dead and scores injured. PTI

Cross-border firing and shelling continues unabated and has spread to all sectors from Akhnoor to Samba along the IB, says a senior BSF official.

A 70-year-old woman was among two persons injured as Pakistani Rangers opened fire and lobbed mortars along the International Border (IB) in Jammu and Kashmir early on Tuesday, triggering panic among border residents and forcing many to take shelter in government-run camps.

The cross-border firing and shelling continued unabated and has spread to all sectors from Akhnoor to Samba along the IB, a senior BSF official told PTI.

He said BSF troops guarding the border retaliated effectively and exchanges between the two sides were continuing when reports last came in.

Inspector General of Police (Jammu) S.D. Singh Jamwal said one person was injured in the fresh firing in the worst-hit Arnia sector of Jammu district.

Madan Lal Bhagat, a resident of Pindi Charkan village of Arnia, was hit by splinters in the abdomen and foot after a mortar shell hit his house in the early hours of Tuesday, the officials said adding he has been admitted to the Government Medical College.

Police said a 70-year-old woman identified as Kaushalya Devi was also injured in the firing.

Mr. Jamwal said police parties have been deployed and are helping people shift to safer places from affected areas.

Divisional Commissioner (Jammu) Hemant Kumar Sharma said relief camps have been activated at safer places all along the IB especially in RS Pura and Arnia sectors which witnessed heavy mortar shelling by Pakistan over the past two days.

Hundreds of people have reported at these camps set up in educational institutions and other government buildings, Mr. Sharma said.

He said adequate facilities have been made available at these camps so that the displaced people do not face any problem.

He said all schools vulnerable to Pakistani shelling have been closed along the IB as a precautionary measure.

The latest round of cross-border shelling started on May 15 when BSF foiled two infiltration attempts by Pakistan-backed infiltrators in Samba sector of Jammu.

So far seven persons including two BSF jawans and an infant have been killed and 18 others injured in the latest ceasefire violation by Pakistan.

The State has witnessed a spurt in Pakistani shelling and firing along the IB and the Line of Control (LoC) this year. Over 700 such incidents have been reported this year, which have left a total of 39 people, including 18 security personnel, dead and scores injured.

An eight-month-old infant was killed late Monday night after being hit by a bullet during ceasefire violation by Pakistan in Jammu and Kashmir's Keri Battal area of Akhnoor.

The incident took place when the eight-month-old was sleeping with his family outside their home in Pallanwala sector. Local police said, "It might be an incident of stray bullet or snipping from the enemy side." Earlier in the day, the Pakistani troops violated ceasefire and resorted to heavy shelling across LoC.

Following the ceasefire, the residents of the Arnia sector migrated to safer places. Earlier on May 18, Pakistan violated ceasefire in RS Pura and Arnia sectors, killing a total of five people including one Border Security Force (BSF) jawan and four civilians. — ANI.

Ultras’ bid to snatch weapons in Pulwama

Anantnag: A weapon-snatching bid by militants was foiled by alert policemen in south Kashmir’s Pulwama district on Monday. The incident took place at about 2 pm on Monday in Saidpora, Arihal area of Pulwama district, when a group of militants attacked the policemen guarding the Sikh community. “A group of militants attacked the picket guarding the minority community,” a police officer said, adding that the militants fired at the policemen in a bid to snatch their weapons. The policemen retaliated the fire and chased away the militants, he said. “No one was injured in the exchange of fire,” he added. Following the shootout, more security forces were rushed to the area and a search operation was launched. In the past few years, there has been a rise in weapon-snatching incidents across south Kashmir as militants are facing a dearth of arms and ammunition. OC

Thirteen civilians were injured in continuous firing and shelling along the International Border (IB) by Pakistani troops for second consecutive day on Tuesday.

“Thirteen civilians were injured, in which three are serious, in Ramgarh Sector on the IB of Jammu due to Pakistan firing in Araspura, Arnia, Ramgarh, Samba, Hiranagar sectors. It’s sad incident. The police are assisting in shifting the injured to the hospitals,” said Director General of Police (DGP) S.P. Vaid.

Officials in Jammu said India and Pakistan resumed firing on Tuesday around 7 a.m. “Pakistan resorted to heavy shelling on both 30 outposts of the security forces and over two dozen villages near the IB in Jammu all day,” said the officials.

Indiscriminate shelling and firing spread in Arnia, R.S.Pura and Ramgarh sectors during the day, said the officials.

At least two dozen villages were affected by the shelling. All schools near the International Border have been closed and the administration advised people “to remain indoors till the situation returns to normal”.

Additional deputy commissioner, Jammu, Arjun Manhas, said a total 745 people have been put up in seven shelter camps in R. S. Pura and Bishnah. “The district administration in Jammu is making all possible efforts to accommodate affected persons comfortably,” said Mr. Manhas.

The fresh firing comes a day after eight-year-old baby was killed and six injured in Pakistani firing along the IB on Monday.

On Sunday, Pakistan had sought end to ceasefire violations by calling up counterparts in Jammu. “However, the pledge to silent the guns was not maintained,” said an official. Two BSF jawans and five civilians were killed in the past week on the IB in Jammu.

Meanwhile, DGP Vaid the Ramzan ceasefire “was successful thus far”. “The initiative of the Prime Minister has helped in general improvement in law and order. The situation especially in south Kashmir has eased and is serving as confidence building measure for families who want their boys to return back home,” said DGP Vaid.

Cease-ops must be followed by LoC ceasefire, talks with Hurriyat, says former J&K Chief Minister Farooq Abdullah


Days after the government announced a ‘cease-ops’ plan during Ramzan, former Jammu and Kashmir chief minister Farooq Abdullah, who had called for a unilateral ceasefire, says the government’s peace initiative will be incomplete without a ceasefire on the LoC with Pakistan. In an interview, he called on the Hurriyat to join the effort.

Do you think this ceasefire or ‘cease-ops’ will be successful?
A ceasefire will work only if Pakistan joins the ceasefire. In PM Vajpayee’s time, we had the advantage that Pakistan agreed to a bilateral ceasefire and that gave us peace for a long time. People started agriculture along the Zero Line and they were quite happy on both sides of the fence. Today the ceasefire is late, and the other side hasn’t responded and the Hurriyat has been non-committal. This is unfortunate, as both the mainstream and the separatists must work together to bring peace. So we still have to wait and see. Militants have attacked the Pulwama picket today; Pakistan is still bombing our borders and LoC. If Pakistan doesn’t join then what do they want? An escalation? Our bilateral issues must be settled bilaterally with some give and take.

But realistically, India and Pakistan are far away from bilateral settlements at present. There are no talks at all.

Unfortunately, hawkish attitudes by both Indian and Pakistani government haven’t worked. The way forward is to come down from high horses and help people live better lives.

It wasn’t a small step for Vajpayee to call General Musharraf to India after Kargil, when we had lost so many soldiers. But he thought [that in the] long term we can’t live in war with neighbours forever. Today winning elections is more important than winning peace. The [Modi] government came with such a large mandate, and the majority’s support, and we thought they would get support for any strong decision he took.

But he has been unable to work with Pakistan, and over there, the Army is calling the shots.

So we can live in harmony and live in progress, or live in disharmony and destroy each other.

You called the Modi government hawkish, but do you think it has softened by taking up the State government’s call for a cease-ops?

Softening doesn’t mean only development, or just giving money for a power project or tunnel or road. You have to meet the aspirations of the people.

This is a political problem that needs a political solution.

Rather than going to Russia, U.S. or China, lets solve our internal problems here, put our house in order.

Is this the right time for a cease-ops? There seems to be a new wave of militancy in Kashmir, with new recruits who are homegrown.

I agree, this is a new turn. But how does one wean them away [from militancy]? We need to create an atmosphere where they feel the government is working in their interests.

These boys know their future lies with the nation itself: we can’t go to China or Pakistan.

Our way is this side. But it is for the State government to convince them, which it hasn’t done.

Special Representative’s first trip after he submitted a report leading to suspension of operations

The Centre’s Special Representative, Dineshwar Sharma, will visit the Kashmir Valley from Thursday for the first time since the Centre announced suspension of operations.

Mr. Sharma’s visit is significant as it was on the basis of a report compiled by him with the Intelligence Bureau and the J&K police that the suspension of operations was announced ahead of the month of Ramzan on May 16.

Fewer incidents

A senior government official said it was too early to make an assessment on the suspension, but various reports from the Valley suggested that it “was holding”.

Quoting a report from the J&K police, a senior government official said only five incidents of stone throwing were reported in the State from May 17 to 21, the first five days of suspension.

“To put it in perspective, 92 incidents of stone throwing were witnessed in the first five days of April this year when operations against militants by security forces were in full swing,” said the official. The official said no incidents were reported on May 19 when Prime Minister Narendra Modi visited the State.

The Internet was suspended and there was curfew-like restrictions in several areas of the Valley during the visit.

Mr. Sharma is expected to visit parts of north Kashmir in his fifth visit since his appointment last year.

An official said that in the past Mr. Sharma’s visits were overshadowed by operations of security forces and he had little to offer to Kashmiris whenever he met them.

“His visit will be important this time, as people have been given a reprieve from the cordon-and-search operations and can move around freely in the month of Ramzan,” said the official.

Speaking at an event in Delhi on the ceasefire violations along the International Border in Jammu, Home Minister Rajnath Singh said Pakistan was not “mending its ways”.

Must mend its ways

Delivering the keynote speech at the Border Security Force’s 16th investiture ceremony, Mr. Singh, without naming Pakistan, said it was an “irony” that despite India wanting peace with its neighbours, a particular country was not “mending its ways”.

He said while the government had directed the BSF and other forces on the border such as the Army never to fire the first bullet, “no one will ask them how they chose to retaliate”.

“If you [the BSF) are fired upon, then you have to decide what is the best course of reaction or action. You have done this with remarkable responsibility in the past,” the Minister said.

Several civilians were injured in a grenade attack in south Kashmir’s Bijbehara district on Wednesday. The area has been cordoned off.

Earlier in April, a grenade attack in Kulgam had left two policemen and one civilian injured.

Meanwhile, at least four civilians were killed and nine others injured in heavy shelling and firing by Pakistani Rangers on civilians areas along International Border in Kathua, Jammu and Samba sectors, PTI quoted police as saying.

Three of the injured are personnel of the Border Security Force (BSF), sources said, adding that over three dozen BSF posts from Akhnoor to Samba were hit by Pakistani shelling and small arms fire.

With this, the death toll in hostilities between India and Pakistan in the last one week has risen to 42. Nearly 40.000 people have fled their homes along the border. Many people are staying at camps set up by the administration.

All schools within five kilometres from the border have been closed as well.


The current round of mortar shelling from across the border began on Monday, a day after Pakistani Rangers — after suffering heavy casualties in retaliatory fire from BSF troops — requested the Indian side for ceasefire. On Saturday, the firing from troopers found their mark with one of the Rangers, the spokesperson added. To prove its point, BSF had also released a 19-second footage of the thermal imagery showing large scale destruction of Pakistani pickets.

Since May 15, two BSF personnel and four civilians have lost their lives in unprovoked mortar shelling and small arms fire by Pakistani Rangers along the international border from Hiranagar to R S Pura sectors. Five people including a BSF personal were killed and ten others injured in firing from across the border in Arnia and RvS Pura sectors on Friday alone.

With this, the number of people killed in Pakistani firing along the international border and Line of Control in Jammu and Kashmir since January this year has risen to 42. Of them, the security personnel killed are 19, sources said.

The trouble had started along the international border in Bobbiyan area of Hiranagar sector during wee hours of May 15 when BSF foiled an infiltration attempt by militants from Pakistan side. A BSF jawan was killed in unprovoked ceasefire violation by Pakistan Rangers who opened fire to provide cover to militants.

Three days thereafter, on the first day of Ramzan month, Pakistani troops resorted to firing and mortar shelling in Hiranagar and Samba sectors injuring a BSF constable P K Mishra and a civilian Daulat Ram in Bobbiyan area during wee hours of Thursday. The BSF retaliated and the firing stopped after few hours.

Since Sunday, sources said that while BSF have foiled four infiltration attempts along the international border, five militants were seen moving in Bobbiyan area.
