Also from the very telling Indian response to Pakistani tactical nukes which is very obvious indicator that India do not possess such weapons. To jump the escalation ladder directly to strategic weapons in response to the tactical one, is a admission of glaring loophole in Indians nuclear arsenal. Pakistan has identified it and will use this loophole with ruthless efficiency against Indian forces (army, Navy, airforce), without crossing the strategic threshold, where it can spare Indian population centre the nuclear holocaust. There is a reason why Pakistan focus is on smart and precision weapons in last 15 odd years. If we can decimate Indian armed forces without crossing the strategic threshold, easy victory can be achieved in most efficient and cost effective way.
