India’s first operational base for nuclear submarines, being developed secretly, for which the government has sanctioned close to Rs 160 crore in the new budget is underway, sources told Deccan Herald.

While more than Rs 58 crore has been allocated for civil works related to the base, the rest will be spent on developing under-water communication systems for the nuclear subs so that the boomers can communicate with each other and also the base station.

Being developed under the code name Project Varsha, the nuclear submarine base will be located at an undisclosed location off the eastern coast.

The work began almost two years ago and Navy spent about Rs 18 crore on the project in the last two years.

The first two occupants of the base will be the indigenous “INS Arihant” and the Russian nuclear submarine Nerpa, which India will hire from Russia.

Arihant will be inducted by 2012 implying that the Nerpa may arrive soon as the naval officers and sailors need on-board training in the nuclear submarine before taking up the responsibility of operating the Arihant.

Once the two nuclear-powered submarines are in operation, the new base will be a strategic naval asset. The plan is to make the underwater base as good as the Chinese N-sub base on Hainan island.

Communication link being crucial for nuclear subs that can remain underwater for months, the government has sanctioned Rs 100 crore in the budget to develop the very-long frequency communication system for the boomers and the base. The same project received only Rs 15 crore last year.

The “INS Arihant” was launched in July 2009. Initially, it was to undergo sea trial for two years before induction. Now, the deadline has been pushed to 2012 though the Navy did not elaborate on the reasons for delay. Two indigenous nuclear subs that are believed to be under construction are likely to be ready by 2020.

New Delhi is also understood to have signed a secret $650 million inter-governmental agreement with Moscow for leasing the second Akula class submarine to the navy for three years.

However, there is delay in the leasing process too, the reason for which may be the absence of a suitable parking place for the boomers.

The berthing facility created for the INS Chakra—the Akula class nuclear submarine which India hired from Russia in 1989 for years—has long been taken up for other purposes.

good......finally Indian government is learning how to work without making sound..

2 subs in 8 years....??/ I mean the hull for the next 2 subs are already built...have they ever thought that if they will take so much time for building a nuclear sub, by the time it will get ready a whole new generation of sub will come....that means we will always be behind 1 generation as compared to rest of the world.....we cannot compete with anyone at this rate....according to me by 2020 we should be able to build all the 6 SSBN planned...

New Delhi is also understood to have signed a secret $650 million inter-governmental agreement with Moscow for leasing the second Akula class submarine to the navy for three years.
So we are getting the second sub also ??? And if yes, we are paying 650 million $ for renting a sub for just 3 years and that too for a 1 billion $ sub...

Is this an 'underwater base'?

If not, how exactly will it be kept secret considering google earth, forget the myriad spy satellites that will likely be looking for it (or are looking for it)?

.
Well Media and news reporters iares talking about that secret base.. think how secret it would be. ;)

.
^^^
there is nothing secret about this base....i mean yes they use term secret but they have revealed everything....also google earth is of no use....its not updated especially indian defence establishments and its not just India others also have similar agreement with google but not Pakistan :)

But yeah dedicated spy satellite from China and other nation might easily find out the base as our media have already narrowed that the location of the base....

Even chinese nuke sub base is not a mystery.....

Now i am not so sure regarding the date of commissioning of remaining Arihant class Subs

I mean , the hull for 2 subs are complete and one of them has already been sent to Ship Building Centre , Vizag in around october 2010
Now considering the fact that arihant was launched 2 yrs after delivery of its Hull , my guess is that we should be looking at launvh of second sub by around end of 2012 or early 2013

As per my info second sub is due for induction in 2014 while third one is set for induction in 2016
The date 2020 could denote the induction date for 4th Arihant class sub , which was only approved in 2010 and whose construction will begin in 2012

Well thats what i was trying to say....also i didn't knew about the hull reaching Vizag in Oct 2010. Can you post some link indicating this ??/

Yeah i also thought the same....if the hull was delivered in October 2010, i think by now the work should have already started on the second sub...

Any proof for this ??/ ...any article ???

I thought 4th got cancelled and their were suppose to be 3 more SSBN but not Arihant class....in all a total of 6 SSBN...

.
How is this secret if every single thing about it is out in the open? I sometimes don't understand our media..

. .
The 4th sub was ordered as an after thought
after former navy chief Admiral Suresh Mehta said that u cannot have sea based nuclear deterent consisting of just 12-16 warheads
4 SSBN will ensure that atleast 2 subs will remain at sea at all times
Also the last 2 Arihant class subs will be slightly larger than first 2 since they are designed from onset to carry 8 K4 ballistic missiles armed with 3-4 MIRV warheads and having a strike range of 3500-4500km

LOL.... India just has a poorly indigenously-built hull completely empty. It's still waiting for Russians or other foreign countries to actually install things in them -- like a nuclear reactor. It doesn't even have funding for this thing.

India's secret base "underway" just means they're going to start deluding themselves and get political support to fund some kind of base.

. .
they are working very fast.

allow me to help you with it---they are talking about what goes within... not about location.
