Many, many factors. There is no perfect missile, which will hit the target for sure.
We have surface to surface missile, ship to surface, sub to surface, and aircrafts. All are necessary, as in war we can never be sure which system will fail for what reason. Aircrafts/missiles can be shot down. Subs/ships can be sunk. Than we cannot have nukes at one place, as it may be destroyed by the enemy. So many factors. Hence more the nukes, better.
Its not that they would be used, but they have to be kept so that they may be used. Under the worst possible situation.

This is the reason why US and Russia have so many nukes. They couldn't take chances. They needed to have more than what enemy could stop.

You got to be sure that the surface to surface missile, ship to surface, sub to surface, and aircraft" YOU are building and spending million or billion of $, MUST work in case of war.

It's not necessary that those missiles and aircraft will only be used to delvers to nuclear bombs.

all nukes are not created equal, 5 20 kiloton bombs != 2 50KT bombs, its not very apple to apple comparison.

exactly, i don't know why, but people here seems to think that nuclear are like ordinary bombs. You drop it and people are killed.

rightly said thats the point see the perfect example of the cold war comes to mind the former U.S.S.R had more nuclear bombs then the U.S but did it help lets asume the classic case of france vis/vis the u.k france has more warheads any day but how much of a difference it will make none when a nuclear strike of 2 to three can finish both of them for good what good will the left over be for eighter of them nothing but the very notion of multiple strikes when it comes to "nukes" as if they are ping pong balls ignoring the fact of catastrophe of epic proportional radioactivity in the layers of the atmosphere is highly immature in its very nature

That is why fear has to be there. Nukes would not be used in war. But they would limit the war. For example, India would not be in a position to attack deep inside Pakistan, even if it gains conventional ability to do so in future. And if India had not built nukes, what was stopping China from using them? We hope they wouldn't, but we cannot seat idly in that hope. We had to ensure that they don't. Hope for best, prepare for worst. This is how world's armies operate.

US built a bomb. USSR followed. European countries made it fearing USSR. China made cause of US. India made because of China. Pakistan because of India. No one is at fault.
