It means we start digging a canal to diver the water. Pakistan objects. We say nothing is wrong. They escalate, we say everything is all right. They then call for inspection, we say no. They then start making some noise, we ignore. They then go for international arbitration and that is when we declare the treaty void.
The whole thing will take a good 3 years or more. It provides pakistan ample time to do a course correction regarding the proxy war and for India to
verify.
4. If pakistan complies then the treaty continues. If it does not comply there is still have the option of renegotiating, but this time we get to put in place checks and balances that include proxy war into the treaty.
pakistan has NO choice BUT to negotiate.
