How would Modi respond to a 26/11 like attack?

Abrogating treaties, especially water treaties come with far too many problems. In any case, they have no immediate effect on Pakistan. After being subject to a terrorist attack , there is absolutely no logic in handing Pakistan diplomatic sticks to beat us with while having zero effect on the ground. Immediate punishment of the PA can happen only by military means and the targeting of Pakistani positions will achieve for us the result minus any serious risk of escalation, therefore also limiting international interference.

Modi will remain silent as he knows Gujarat Fall under Ancient Pakistan aka IVC and anysort of further war with india will be followed by capturing Gujarat and the rest of IVC territories occupied by india

2. The treaty is a private treaty between two sovereign nations. It was only brokered by the WB, WB itself has NO stake in it.

It means we start digging a canal to diver the water. Pakistan objects. We say nothing is wrong. They escalate, we say everything is all right. They then call for inspection, we say no. They then start making some noise, we ignore. They then go for international arbitration and that is when we declare the treaty void.

The whole thing will take a good 3 years or more. It provides pakistan ample time to do a course correction regarding the proxy war and for India to verify.

4. If pakistan complies then the treaty continues. If it does not comply there is still have the option of renegotiating, but this time we get to put in place checks and balances that include proxy war into the treaty.

pakistan has NO choice BUT to negotiate.

Abrogating treaties will simply get you unwanted international attention. Can be done but it isn't the first course of action I would recommend. Btw, you simply can't start digging canals wherever you want, you will have to probably build tunnels through mountainous terrain. Won't be easy, a very slow process & one that Pakistan will have plenty of time to formulate a response to. It is not about whether A or B option is bad(I won't be bothered if the IWT is abrogated) but which option has a more realistic chance of working as a response to a major terrorist attack. (unilateral abrogation & dismissing lower riparian concerns have an additional factor of setting an unwanted precedent. Could come back to bite us)

1. No one is claiming abrogating a Water treaty is easy. Its a step taken when nothing else has worked.

2. If all these terror attacks and bombings and killings does not get international attention but instead gets pakistani 28 billion $ in aid, then I think we should grow a spine and thumb our nose at the internationals. :disagree: The world respects strength, not crying sissies.

3. Diverting water from the Indus is not all that hard. The Kashmiri's will be happy to have that water. In fact the next time they are asked to give up all that water to the pakistanis their love for pakistan will certainly come down a notch of two :P

Know what is happening in the south china sea ? know what happened in Tibet ? (Before and after invasion )

No amount of begging and pleading in front of an international audience is going to make the Chinese change their mind. For that we need to have leverage, not anyone's good grace or a winning theoretical argument. That is how it works in the real world.

Current statements by the ministry seems to suggest that they have finally put "all" options on the table. Which means the negotiations have been initiated and we have exercised that leverage.
