I wouldn't say rape is a problem, though I will say this, problem or not, one cannot compare American stance on women to Indian stance, or Chinese stance, that's just ignoring the facts.
America is better period, end of discussion.
This Indian rape problem is probably overblown, but India's gender inequality is real.
I will also mention, having said that, the problem in India seems to be a work participation rate problem. Having more women in the workforce does offer more choices.
Literacy rate is also a problem, having more females literate, will again result in more choices, and it is choice that will ultimately solve the gender problem.
Child bride also a problem, again, this is a wider problem.

Rape is a bigger problem. There are lot of factors like society, safety .. contribute to that. It still happen in developed countries, so looks like we humans have some problem too.
BUT, one problem in India is, we do not have any Men Club (aka strip club). It is a sexually oppressed society. First thing a guy going out of India would like is to visit a club. Govt should do a social study and may be open some clubs. I do not mean it will reduce rape but can reduce incidents like eve teasing etc. People have some place to take out their curiosity and frustration.

You Know, I am least interested in this sort of discussion but Chinese are very much obsessed with india and open this sort of threads. I have to come and answer.
