No he isn't, I know what he means perfectly. He is implying that they won't respond. If it was Gaza they would. But they are genuinely afraid of Lebanon. Because Hezbollah is well prepared for them. The other half of his statement was blabbering about Iran, Syria and Hezbollah trying to open front in Golan. Israeli army has also told northern residents that life is back to normal. So either they don't want it.

Or they are trying to get Hezbollah loose to get strikes as you said inside Lebanon. It's unlikely though.
