DHAKA: Foreign Minister Dr Dipu Moni said it was not right to let Turkey delegate to visit International Crime Tribunal (ICT) without permission of the government as several members of the team were members of Muslim Brotherhood Party of Egypt.

The foreign minister came up with the observation while addressing a discussion at CIRDAP Auditorium on Tuesday afternoon.

The ruling Awami League lawmaker said a delegate of Turkey reached Dhaka recently through on-arrival visa and visited ICT.

Quoting media reports, the foreign minister said Egypt’s Muslim Brotherhood party members were also visited the ICT with the Turkey delegate without any permission of the government.

She added: “Such activity was not appropriate without consulting with the government,” Dipu said adding that, “The foreign ministry will talk to the Egypt to investigate into the matter.”

With Dhaka University Vice-Chancellor (VC) Professor Dr AAMS Arefin Siddique in the chair, the programme was also addressed, among others, by Jahangirnagar University VC Professor Dr Anwar Hossain and Bhorer Kagoj Editor Shyamal Dutta.

Foreign Minister Dipu Moni Tuesday said members of Egypt’s Muslim Brotherhood should not have visited the International Crimes Tribunal (ICT) as members of a Turkish delegation without informing the government.

The foreign minister said this at a discussion on ‘World Peace, Development, Progress and Sheikh Hasina’ organised by Somunnoto Bangladesh, an NGO, at Cirdap auditorium in the city.

“Recently a Turkish delegation with on-arrival visa came to Dhaka and visited the International Crimes Tribunal. Some newspapers have published reports that there were members of Muslim Brotherhood in the delegation. Such activity without informing the government is not fair at all. The foreign ministry will discuss the matter with Egypt,” Dipu Moni said.

Dhaka University Vice-Chancellor Prof AAMS Arefin Siddique presided over the programme. Jahangirnagar University VC Prof Anwar Hussain, Bhorer Kagoj Editor Shyamal Dutta, Editor of Ekpokkho Masuda Bhatti also spoke.

A 14-member Turkish delegation visited the ICT on Monday. Although they identified themselves as observers and human rights activists, they are Turkish lawyers. One of the delegates was from Belgium. It is alleged that there were members of Muslim Brotherhood in the delegation.

Foreign Minister Dipu Moni on Tuesday said the government is going to raise complaints with the country from where some citizens visited the International Crimes Tribunal violating the terms and conditions of on-arrival visa given to them, reports UNB.
"They didn't do the right thing (visit to the ICT) using the on-arrival visa of another country," she said while addressing a discussion meeting at Cirdap auditorium.

The Foreign Minister said on-arrival visas are given in special considerations and hence the use of those is also specific and limited.

Referring to the global practice of on-arrival visas, Dipu said: "The uses are limited. In that respect, there're also limitations for the use when it comes to the tribunal."

She, however, noted that the trial of the crimes against humanity under the ICT is not a camera trial and anyone can go there as an observer.

But the way the group of the foreign citizens approached the tribunal has raised concerns whether the intention was to create problems, said the irate Foreign Minister.

In a report published in vernacular daily Janakantha on December 25, attorney general Mahbube Alam raised concerns about the visit to the ICT by a group of 14 lawyers from Turkey and Belgium.

She was addressing a discussion meeting organised by a pro-Awami League platform Samunnata Bangladesh celebrating the acceptance of Prime Minister Sheikh Hasina's model of Peoples Empowerment by the United Nations General Assembly on December 18.

Dipu Moni also pointed out that the consent of the international community has always been with the trial of war crimes since the inception of the ICT and will continue to be so.

"Except some criticisms by a few international media, or the concern raised by one or two countries, the consent of the whole world is with us for the trial of war criminals," she said.

"No one of them has opted for stopping it," she said, adding that the government also wants to assure them of transparent trial.
"It has become essential to rid the nation of some scars of the past in a fair and transparent way. Or else, some new scars may appear," said the minister.

Presided over by Dhaka University vice chancellor AAMS Arefin Siddique, the discussion meeting was addressed, among others, by Jahangirnagar University vice chancellor Anwar Hossain, economist Qazi Kholiquzzaman Ahmad, Awami League organising secretary Abu Sayeed Al Mahmud, Bangladesh Freedom Fighters Command Council chairman Helal Morshed and Samunnata Bangladesh general secretary Masud Parvez.

Dhaka, Dec 24 (bdnews24.com)�Law Minister Shafique Ahmed on Monday said the people who were against the trials of the war criminals and criminals who committed crimes against humanity were making desperate attempts to delay them.

During a meeting with former State Minister Lutfu Esengun of Turkey, he said the quarter had also appointed lobbyist in foreign countries.

Ahmed said, "Those who are against the trials are carrying out different propagandas to thwart the trials. To do this, they are also using different foreign organisations including the foreign media and International Bar Association by appointing lobbyist."

"They are plotting to cause controversy over the tribunal (International Crimes Tribunal) by presenting information on a fake abduction of witnesses and publishing the former tribunal Chairman's Skype conversation in a distorted manner," he added.

The minister also said the trials of the collaborators who helped the Pakistan army during the Liberation War in 1971 and carried out crimes against humanity including mass murders, loot, arson, and rape were being held in line with the International War Crimes (Tribunal) Act, 1973.

The Law Minister's remarks came on Monday when senior BNP leader Salauddin Quader Chowdhury, standing trial on war crime charges, brought 'contempt of tribunal' charge against him over the alleged conversation between former International Crimes Tribunal-1 Chairman Justice Mohammad Nizamul Huq and a Brussels-based legal expert.

The application filed by his counsels Fakhrul Islam and Ahsanul Haq earlier on the day at the ICT-1 said it was 'clear' from the 'Skype conversation' between Huq and expert Ahmed Ziauddin that Law Minister Shafique Ahmed had 'tried to influence' the trial proceedings of the tribunal.

Pro-Jamaat-e-Islami and BNP lawyers demanded resignation of Justice Huq from the ICT-1 after the Bengalee Daily Amar Desh published the reported conversation with Ziauddin, an expert on international war crimes living in Brussels.

Nizamul Huq resigned on Dec 11 in the wake of controversies.

Later, the prosecution moved a contempt petition at the tribunal against Amar Desh for publishing the said conversations.

The reconstituted International Crimes Tribunal-2 on Dec 13 issued an injunction against the entire media to refrain from publishing or airing the leaked conversations.

Salauddin Quader is behind bars for his alleged involvement in war crimes and crimes against humanity committed during the war.

Apart from him, the whole Jamaat top brass, 10 leaders in total, including the former and incumbent chiefs and another BNP leader are standing trial for the crimes they had allegedly committed against humanity during the war.

The three-judge ICT�1, set up to try these crimes, has already indicted former Jamaat chief Ghulam Azam on five charges, Jamaat chief Motiur Rahman Nizami for 16 charges, Jamaat executive council member Delwar Hossain Sayedee for 20 and Salauddin Quader for 23 charges.

Currently, Sayedee's case is in the most advanced stage and is awaiting verdict, which the court said would require more deliberation.

Awami league should be more transparent with this 'international' crimes tribunal. International delegations should be able to examine the trial. Turkey is a friend of Bangladesh after all. I bet bal is scared of being exposed of this kangaroo politically motivated trial.

@ Day before yesterday I saw in the TV that a 14 members Turkish delegation visited the International Crime Tribunal premises at old High Couart building, "Ayar jai kothai, betha tur shahosh kotu, amar permission chara tui dhukli kamne". Now, Depu Moni is highly annoyyed on it and soon she would carry out an investigation on it, my foot ???? There were some members of Islamic Brotherhood of Egypt. Now, I can forsee AL will **** on their !!!!!!!!

@ Wait and see, soon European delegation will visit to Bangladesh. How can AL thinks in this 21 century they will by pass the world opinion and carry out the execution. It is just a wastage of time any money.

I know this tribunal isn't fair.........but why is Turkey suddenly concerned about this........I mean it would be understandable if Pak or Usa got angry about it.......but what's with Turkey?

In case of "taming", it's usually best not to reply to them.

I know this tribunal isn't fair.........but why is Turkey suddenly concerned about this........I mean it would be understandable if Pak or Usa got angry about it.......but what's with Turkey?

mmm....I don't think anyone can answer that since no one knows. Maybe they have had good relations with Turkey? If true, I'd be surprised.
 
I still wonder, whether BDR mutiny was a part of conspiracy or just an incident?

Tension brews with Turkey

A diplomatic tension has been created between Dhaka and Ankara over Turkish President Abdullah Gul's letter to President Zillur Rahman in which Gul apparently requested stopping trial of the war crimes accused in the International Crimes Tribunal.

Tension intensified as Ankara summoned yesterday Bangladesh Ambassador to Turkey Md Zulfiqur Rahman, a day after Dhaka summoned Turkish Ambassador in Bangladesh Mehmet Vakur Erkul on Wednesday.

Foreign ministry sources said content of the letter from the Turkish president is not acceptable and it is a clear interference in the internal affairs of Bangladesh.

In his letter sent in the first week of this month, Gul said the accused leaders of Jamaat-e-Islami are too old to stand trial and apprehended that it may cause a civil war in Bangladesh, the sources told this correspondent.

Dhaka was surprised to get such a letter and was going to send a reply to the Turkish president, but it was delayed because of the president's illness, they said.

Susequently, the visit of a 14-member delegation of Turkish NGO Cansuyu Aid and Solidarity Association from December 20 to 24 hiding their identity and misusing “on arrival visa” facilities and its inappropriate activities have made Dhaka too unhappy.

The foreign ministry summoned to the Turkish envoy in Dhaka and asked him to explain the NGO team's visit without informing the government about it.

Paying proper attention through D8 and other channel Turkish market could have been multi billion dollar market for Bangladeshi market.
