These floods happen suddenly almost every year without any warning since before 1947. How is it possible for any government to predict them?
There is no Alauddin's lamp which you rub and a Genie comes out and tells you predictions about floods. Nor there is any magic glass ball in which you can see when and where floods will occur.
No one can take measures against what the nature and fate has in store for the country. After all the governments are run by humans not AI robots or angels and they appoint humans not AI robots or angels to run the different departments and ministries as per the constitution.
No where in the world do floods occur like this out of the blue without any warning. In other countries floods happen but mother nature has a special hotline with the government where it sends an email to the government informing about the course, duration and time of the floods. Mother Nature also make a phone call to make sure that the email has been received. Hence they do not have the element of surprise and unpredictability in those countries and the authorities are not caught pants down.
The constitution has some flaws that cause several misunderstanding in how to run a country after all it was written and compiled by humans not AI robots or angels.
Humans are bound to make errors.

in those other countries they also have state of the art AI which analyzes the information received by email from mother nature to check it’s credibility. Once confirmed as positive then they (the AI) sends an email to all the departments and ministries. Not only that but the AI tells which department / ministry has to do what. All humans then act accordingly.

Netherlands is far worse than the Indus area yet they make it their priority to do something about it.....and so far it isnt blaming the water ....or its land!Indus is in very high flood at Sukkur and Guddu.
