AN internal army report has given a more threatening assessment of China's military expansion than was publicly stated in the defence white paper, warning bluntly that it could "destabilise" the region.

The report, obtained by The Weekend Australian, also makes more hawkish comments about India's military ambitions than Defence has admitted.

A draft copy of an army report, Army's Future Land Operating Concept, due to be finalised in September, warns about China and India's military ambitions.

"China and India's growing military ambitions, matched by growing military spending, have the potential to destabilise the region with their military expansion," the report states.

The defence white paper released last Saturday warned only that China's military modernisation might "give its neighbours cause for concern if not carefully explained".

The different wording in the documents suggests the white paper was toned down for public release to avoid causing offence in Beijing and New Delhi.

The army document is more pessimistic than the white paper about future regional stability, warning of a "real potential" for war between major powers.

"China, and potentially India ... have the potential to challenge US (strategic) dominance within their regions," the report states. "Of particular concern is an increased likelihood for dispute escalation as a result of changes to the perceived balance of power with the real potential for a return to major combat operations involving states."

So, ""China, and potentially India ... have the potential to challenge US," and this is a concern? How revealing.

what is the the report stressing? I find it in nonconformation withthe thread topic ..... own indian estimates have pointed to likely chances of localised conflict between India and China by 2020 especially with increased Chinese activities in Chumbi Valley region, a sensitive area for India always.

china is the actual and pratical threaten to USA's postion,because its powerful industry base.

India's "superpower" is still on paper.

frankly speaking,
when most CHinese tourists return from india's cities to China,they just feel as if they had just expericenced a trip to antique eras when their grandparents might live .

Antiques are our responsibility to keep. Culture will stay for centuries whereas superpowers will keep coming and going and will hardly last a century.

and when Indian tourists come back from China they are shocked at the lack of freedom in the country. They feel like they've just experienced a trip back to the time of the British Raj.

You know.. I do have a feeling that even If India does order US hardware, chances are that in its expansion it will not hesitate to challenge the US for resources.

Nemesis to be fair I was in Shanghai and Beijing just before the Olympics and was truly amazed by the transformation that the Chinese had done to their cities. We really need to learn the positive things from them.

On the other hand this report has appeared in an Australian Publication and in the background of the Australian Govt. White Paper on defense, where they have earmarked a whooping US$ 100 Billion over the next 2 decades (White paper, red lines - Yahoo! India News).

We can expect more such reports to come out on the basis of this Australian Govt. White Paper.

100 billion/ 20 years= only 5 billion per year.... it is in fact not a big deal...

100 billion/20 years can not work out some big fishes.

in fact, "China's indigenious big plane", will receive investment of "200 billion RMB(30 billion USD) in the coming decade .

in the coming decade, the budget to restore Wenchuang earthquake area will be 1 trillion RMB( 130 billion USD).

the project of Shanghai-Beijing Highspeed railway cost 200 billion RMB(30 billiion USD);

Chinese hard work indeed deserves such a "transform".

we keep a low file , work hard and never blah "China shining" to foreigners;

we always keep wary to western phraise so called "G2 , China to be superpower...etc"....

we just work hard step by step according our agenda and we won't change our agenda just because western's phraise or critics.

"Everything that Rises Must Converge..."

Interpret this as you like.

If a regional war between China and India occurs, China will have the utmost advantage. Do not expect Russia to come to the AID of India, Russia has a SCO pact with China and much larger plans with China, to counter US-Western influence in the region. So it is doubtful Russia will come to India's aid, however they may call for a ceasefire on India's behalf, throwing in the white towel as China puts India in the Dragon's headlock....

So then we have Pakistan, if Pakistan takes the appropriate actions, in the outcome of this great regional War we will see a mighty and powerful Pakistan delivering a crushing blow to India as both China and Pakistan torture India.
