Less than 0.01% of government workers in the US are elected. Almost everyone that is corrupt cannot be removed even with elections.

The Chief Executive of Hong Kong on the other hand, is "appointed" by Beijing, not elected. Yet non-democratic Hong Kong, is one of the least corrupt places in the world.

Mao "ruined" China? look up the economic history of the PRC. The economy grew 8% per year 1949-1976 with the exception of 1959-1961 (decline of -14%), 1967 (-20%) and 1975 (0%).
