Not all Police in America are equipped with teasers. Some have opposed the teasers as endangering the lives of citizens.

If it's a poor city maybe they don't have the budget for dashcams. Or maybe it happened to the side of the car outside of the camera's view angle.

Tasers are not a dependable stopping weapon. They are only used in a controlled situation if you have armed backup next to you in case it bounces off the target.

Crime is irrelevant of skin color, race, ethnicity. Crime is universal.

In one of them, some guy (can't remember from which country) tried to "shake" the snacks out of a vending machine. He tilted the vending machine too much, it fell on top of him and he died.

As for the rioting, it looks like some assholes just took advantage of the incident to go on a looting spree. As usual, there are different accounts of the same incident, some say he attacked the police, some say he ran, others say he surrendered. There's no point in speculating and guessing until the investigation ends.

If I rush a police officer, I will probably be shot in all likelihood.

Looting over a killing or instigate killing and extremism to LOOT the government are very similar. They are both being done for personal benefits. In the later's case, its much worst. The guy was walking on the middle of a street. He could get hit by a car turning up dead. He is not too bright to begin with.
