I thought you would assign ZPTs to the police, since the Azerbaijan Army has much better vehicles in this class. Cobra for example.

Internal troops only use Storm , Abir and Cobra

it doesn't work like that in Azerbaijan
since every branch of the armed forces is heavily militarized ( border guards , internal troops and etc.)
each branch decide what they need and then request the money from defence ministry

which is why , the land forces only use Matador and Marauder and don't use Cobras
and now looking for new lighter armed vehicle

Well, that doesn't give you a strong hand in negotiations.

I'd like to give you the example of medium lift helicopter tender. EGM(Police) Orman Bakanlığı(ministry of forests) Army, Jandarma(Gendermerie) they all needed medium lift helicopters. Instead of opening seperate tenders they went to SSM(Undersecretariat of National Defence Industry). SSM opened a tender and engotiated between Agusta Westland and Sikorsky in their behalf. Procurement of 109 helicopters + 700 optional makes a big tender and makes it easier to negotiate with foreign firms. Also helps with standardization.

Maybe we should tie Azerbaijan Armed Forces to the SSM aswell. You could get more bang out of your buck.

at the end of the day all branches get all the equipment they need without creating a logistical nightmare
for example , TR-122/300 recently purchased for border guards are based on Kamaz trucks and Lynx systems bought from Israel are also based on Kamaz trucks. and Border guards recently received 24 Mi-35s and 20 Mi-17s
Mi-17s belonging to the border guards , air force and internal troops will receive same upgrade
and will be given anti-tank capability

of course you do, but if you do it our way not only it'll be easier to logistically maintain your forces, you'll get more national contribution and better deals. Buying in large quantities always give you a stronger handon the table.

Turkey buys nothing off-the-shelf anymore, we get billions of dollars worth offsets like. For example, we're buying F35s and Kale Aero is producing F135 engine parts, we buy Sikorsky, Alp aviation produces dynamic components. TAI is going to build middle fuselage sections for 400 planes and Turkish F35s will be assembled in TAI.

Azerbaijan could gain a lot by just assembling say 700-800 ALTAY tanks in Azerbaijan factories. And you could design your own land vehicles from the experience you got from ALTAY in future.

But you're throwing your money on small numbers of T90s :disagree:

The azeri government doesn't even recognize the TRNC.
