it doesn't work like that in Azerbaijan
since every branch of the armed forces is heavily militarized ( border guards , internal troops and etc.)
each branch decide what they need and then request the money from defence ministry
which is why , the land forces only use Matador and Marauder and don't use Cobras

I'd like to give you the example of medium lift helicopter tender. EGM(Police) Orman Bakanlığı(ministry of forests) Army, Jandarma(Gendermerie) they all needed medium lift helicopters. Instead of opening seperate tenders they went to SSM(Undersecretariat of National Defence Industry). SSM opened a tender and engotiated between Agusta Westland and Sikorsky in their behalf. Procurement of 109 helicopters + 700 optional makes a big tender and makes it easier to negotiate with foreign firms. Also helps with standardization.
Maybe we should tie Azerbaijan Armed Forces to the SSM aswell. You could get more bang out of your buck.

of course you do, but if you do it our way not only it'll be easier to logistically maintain your forces, you'll get more national contribution and better deals. Buying in large quantities always give you a stronger handon the table.at the end of the day all branches get all the equipment they need without creating a logistical nightmare
