Well, if we go back to basics, arms trade between nations are/or could be viewed as political stance. Hence why Turkey faces so much difficulty on arms with the US, Germany, Canada etc.

If Oman starts buying more arms from Turkey, the neighbors might start putting pressure on Oman regardless of Oman being neutral.
