This is always the case in India. While the hull can vacate the building yard, it can float outside moored and they can float out smaller superstructure components by crane/barge and install bridge/superstructure
items.

Vacating the build yard allows a new hull to be started early.
More like they want to brag quickly of their incomplete ship. In India, incomplete naval ship(as long as launched) are automatically included in naval strength to give a false impression of bigger IN.
 
With 48 VLS it is barely equal to Type 052C which has 48 VLS. However Type 052C was commissioned in 2004 and should be phased out soon.
Again just number of vls doesn't define a warship. There are other factors like quality of the missiles carried, ciws, anti sub warfare capability, air wing where we can carry 2 helis to significantly increase anti submarine warfare/reconnaissance capabilities and so on.
 
In that case it is weaker than Type 052C which China is already phasing out. Also, 4 ships is very few. That's even less than 6 Type 052C built. Even Type 055 cruiser is 16 planned.

True.... Type 55 is unparalleled in Asia.... Only USA UK can field warships in the class of 52d and type 55....

might work as a good PR, but is more of real estate issue as state owned yards take for ever to upgrade the facilities
