In that case it is weaker than Type 052C which China is already phasing out. Also, 4 ships is very few. That's even less than 6 Type 052C built. Even Type 055 cruiser is 16 planned.

the reasons are only know to god why IN build their ships mostly 5 to 10 per batch may be funding issues. I am not exactly sure , but this is the way Indian navy procurement policy follows

3 Kolkata and 4 Visakhapatnam. That's 7 total. That's barely 1 more ship than the 6 Type 052C, and only a fraction of the 25 Type 052D.

Still less than Type 052D's 64 VLS and Type 055's 112 VLS.
Adequate for our use case now. Brahmos is a very potent supersonic weapon and not to mention heavy compared to others missiles carried by similar warships like type 052D, also contributing to lesser numbers. The number of missiles carried is not always what makes a potent warship.

With 48 VLS it is barely equal to Type 052C which has 48 VLS. However Type 052C was commissioned in 2004 and should be phased out soon.

Why is it always launch without bridge?

This is always the case in India. While the hull can vacate the building yard, it can float outside moored and they can float out smaller superstructure components by crane/barge and install bridge/superstructure
items.

Vacating the build yard allows a new hull to be started early.

Indian Navy folks are (ahem) thrifty, they will do this instead of building new ship yards.
