They have their community's support which nurtures hatred for Hindus and provides logistics for them to the crime and then hide the culprits. You just can't compare the two. What happened in 2002 were riots by random mobs while what happened in 84 was systematic genocide of Sikhs by the Congress. Congress and their beneficiaries tried their best (and still trying) to blame 2002 on one person just to have something to hide behind for what they did in 1984. But sadly for them, they are no longer able to fool people .
