Actually Kashmir is a part of India - at least in the eyes of the world.

In your fantasies maybe, Monkeys and humans don't mix. Kashmir will never be part of India, having 800k+ armed terrorists, just to control unarmed Kashmiri civilians proofs how desperately your India is tying to hold on to Kashmir, in addition to a total media blackout. Its only a matter of time this fascist 'world largest democracy' going to disintegrate into smaller states.

3 way referendum then:

1. Independence
2. Merge with Pakistan
3. Stay with India

No, that's not the way to do it. By doing that you are splitting the separatist vote. What you do is you have a staggered referendum. First referendum would ask the question of staying with India or leaving India. If the vote was to leave India then the next referendum would ask if they want independence or to go with Pakistan.

No, whichever option has the most votes wins.
No majority is needed for any option to win.
No need for a two stage process at all.

The Kashmir under Indian occupation has just had almost 2 weeks of no internet, telephone and curfew to try and stop its populace seething with anti Indian hatred to express themselves

Forcing a region which hates india and never wanted to be part of a Indian union has created endless turmoil in the region

No you need to have a good think before you post.

A referendum can set any criteria to "win". With some it is set that you need 2/3rds majority to win. With my idea whoever gets the most votes win. Silly to have a two step referendum as then you may have 49% to stay with India and 51% combined to join Pakistan or independence. Why should the leaving voter get more weight than someone who wants to stay with India? You see where I am going with this?
