this aid is not fit for developments so ofcourse its for our leaders in a guise of funding development .... we should shove it up so far up their you know what that their nose will bleed.... china is already pouring billions on gawader port which is good enough make a port and increase exports and imports ..... although facts to be said you cant do much developments with 10 million but you can buy alot of weapons and their migth just be a dieing group out their who needs money to keep the broken outfit together and buy new weapons
