RISC processors are generally designed on an opensourced RISC architecture but you can create and use your own design too. RISC is "Reduced instruction set computer" and what makes it different than for example intel desktop family CPUs is how they process instructions. They are generally good for realtime nonbuffered applications in millitary. They are generally used for low memory intense applications but this is not always the case; they are used for supercomputers too. RISC processors are generally good at pipelining. This brings high processing power in short times with less power consumption. This gives higher processing power in lower frequencies, decreasing heat problem. They are good for repetative processes and this is RICS's biggest pros. Thus they are not reaaly good for daily CPU applications for desktop etc. in these days.

So; RISC does not mean buying an individual processor design. It is a "type" of processor design. A good example of RISC architecture from daily life is ARM processors in you phones and tablets. (Both android and iphone)

It is known that ASELSAN can design produce microprocessors with lithographic processes for years. This time I think they have started to produce some more complicated chip family.
