Taiwan urges Philippines to release Taiwanese fishing boat

Taiwanese fishing ship detained for suspected poaching in Philippines

Taipei, May 7 (CNA) Philippine authorities announced Thursday that the Taiwanese fishing vessel Sheng Feng No. 12 (昇豐12號) and its crew of six have been detained for suspected poaching in its territorial waters.

A patrol ship had spotted Sheng Feng No. 12 at 5:20 a.m., while it was sailing 6.5 nautical miles off the coast of the island province of Batanes, according to preliminary findings published by the Philippine's Bureau of Fisheries and Aquatic Resources.

As the Taiwanese vessel was found residing within the Philippines' territorial waters, Sheng Feng No. 12 was boarded and probed by fishery bureau officials.

The boat's captain, surnamed Hung (洪), and the ship's engineer, surnamed Huang (黃), and four Indonesian workers were detained.

Hung relayed through the Taipei Economic and Cultural Office in the Philippines that his ship was merely passing through the waters while searching for a good place to cast its nets, and was not poaching.

Philippine laws dictate that all foreign fishing vessels found within its territorial waters are considered to be suspect poachers. Offenders face administrative fines ranging from US$50,000 to US$200,000. In addition to having their hauls, equipment and vessels seized, offenders will face additional fines of US$100,000 if found guilty by a Philippine court.

As of 1:30 p.m., the Taiwanese ship was reportedly towed to Basco, the capital of Batanes, Philippine's northernmost province, for further questioning.

Philippine authorities said that no “untoward incidents” had occurred during the boarding and detainment of Sheng Feng No. 12.

Due to spotty radio communication, the Philippine Coast Guard said that they have yet to establish contact with the Province of Batanes, and could not provide further details on the matter.

Taiwan signed a fishing agreement with the Philippines 2 years ago if I recollect . Both sides should abide by said arrangements.

WHILE the Philippines and Taiwan enjoy good economic and cultural relations, a general framework agreement on fishing operations between the two nations has yet to be signed. With overlapping territorial seawaters based on the Exclusive Economic Zone (EEZ), Taipei Economic and Cultural Office (Teco) Representative Gary Song-Huann Lin said that a formal agreement on fishing operations can further strengthen bilateral ties of the two countries.

Yet a fishery agreement at this point in time could be disadvantageous for the Philippines. For one, Taiwan has a more developed commercial fishing industry than the Philippines. In fact, at present, the operation of Taiwanese fishing vessels off Batanes and Cagayan in northern Philippines has been a perennial complaint of many local Filipinos, notably artisanal fishermen since many poachers were caught well within coastal or municipal waters. Thus, any joint fishing cooperation in the overlapping Exclusive Economic Zones of both countries will only increase Taiwan’s advantages. For some, a fisheries agreement would essentially amount to legalising poaching under the façade of cooperation.

At the same time a fisheries agreement will also benefit Philippine fishing fleets , and at least establish zones where the TCG and PCG can patrol respectively.

Japan also signed a fisheries agreement with the Taiwanese last year and as of late there has been no issues or arrests on Taiwanese fishermen.

The same should apply for Taipei and Manila. If this ship captain was found in err, and in violation of an agreement then the Taiwanese side has to respect legal proceedings.
 
Philippines is attacking Taiwan, making claims on Malaysia's Sabah and oppressing Mindanao. It's time for China to impose regime change on Manila.

If Taiwan cannot handle this situation why the heck they think they can defeat mainland? This is not the first time these descendants of KMT losers embarrass themselves.

Where are fishermen who illegal catch sea turtles in ph sea now?

No one will touch the Philippine Navy.

Sadly, as history had shown, this will not happen (that no one can touch our navy).

One example is Poland before 1939, and we know what happened when Hitler and Stalin paid a visit there.
