It's an offset deal/barter trade/partially cash. the deal is worth of 1.5 billions, doesn't mean Pakistan needs to pay that amount.

He has a point.. Russia promised Greece that they wouldn't sell Kornet-E ATGMs to Turkey, few years later.. Russia sold Kornet-E to Turkey, and that pissed off a lot of Greeks..
