sure, living in UK and not facing the threat of getting shot at the police teaches you a lot of CTDI don't know if you've ever been in a SWAT team. But SWAT teams are trained to neutralize the threat not have chai with the terrorist's whole family. Center mass no matter how many rounds it takes. You down the threat and protect your squad mates.
Now losing a few family members is not ideal but so is letting the perp get away and letting him kill hundreds of such families.
It would have been better if CTD had skills like spetsnaz in forcibly making the suspect dismount from the vehicle.
