In that culture, people's lives are insignificant in importance compared to the ruler, who lives in ostentatious luxury, and is practically worshiped. The people believe their soul and blood are for the ruler. That is what they chanted for Saddam and Assad despite them being 'revolutionaries'.

Shias replaced him with a ruler-priest who wields power behind the scene and is practically worshiped. Saudis practically worship the King and Crown Prince, heck they are all literally named after their ruler's name. Surely, such sentiment is rooted in ancient Semitic tradition. Explains why their primary focus is on 'two state solution', rather than on people's lives. North Korea, Somalia, Congo, and Afghanistan are states too.
