Seriously mate! There has never been an international ban on anything. One should be a member of MTCR to avail offensive weaponry of over 300 odd km's, besides S-400 is a defensive weapon, technically you cannot attack a nation with S-400's.

Wait for indian army buys.. as well as cyber and space warfare assets acquisition and approvals..
