If the Gaddafi army manouvred to attack civilians, the resolution is in force and they can be attacked.
The laws of war allow civilians to take up arms against an attacker (levee en masse) and to form a militia in self-defense. That would not disqualify them from being protected by the resolution.
If such a militia took to the offensive, then it is different.

The US bombing Syrians when they interfere with US operations does not make them an ISIS Air Force. A no-fly zone stops air operations. It does not stop ground operations.
The US did not ”shelter” ISIS. That implies an action. If the US are declaring a no-fly zone and someone moves into that zone they take shelter in the zone, but the US is not sheltering them.

The US would be sheltering them, if they operated from US bases, and that is what you have to prove.

With people moving about between different organisationa, persons certainly get training somewhere in a group with certain goals, and then move on to another group with different goals. Noone denies that.

Afghanistan was legally an ally of Al-Qaeda before 9/11.
They got a last chance to behave as a neutral nation after 9/11.
