For Muslims at large civilisation is a constant thing, unchangeable, immovable, unreformed at its core. Even after the contact with superior Western civilisation, Muslim world never adapted anything Western but their technology and economic systems.
what you say is applicable to all tribal primitive societies. Muslims or not.
