Proposed new provinces for Pakistan, "need of the hour"?

Zia's proteges will not rest -(ethnic and religious strife is mothers milk to them) And anyway, why furor? Why not the original divisions as provinces and the divisions with large populations can be divided Further still --- Multiple smaller provinces are a safeguard against political parties and politicians who imagine themselves to be greater than Pakistan, and lets face it, smaller provinces offer ease of administration and ease of delivery of government services -- and further still, smaller provinces allow for greater democracy in the sense that citizens can feel and be empowered.

Today, the four provinces under political parties and politicians are behaving as if they are four different countries and Pakistan some sort of idea that has run out of steam - this tendency ought to be arrested

I fully agree. A division must be done on the basis of curent divisions that exist.It would be fair and equitable and root out ethnicity once and for all. I would also suggest a process of alliance of a rich province to a developing province for the purposes of sharing and developing resources uniformly. It may avoid concentration of wealth and power in the richer provinces.

ISLAMABAD: Interior Minister Rehman Malik on Friday said that the creation of new provinces was possible with the consent of provincial assemblies of respective areas.

Talking to reporters outside the Parliament House, he said that the people are demanding new provinces through democratic process and different parties also support their demand and every step regarding new provinces would be taken according to the constitution.

Replying to a question, he said the PPP and PML-Q alliance will strengthen the democratic process and issues will be resolved with consensus.

He said PPP leadership is continuing the process of reconciliation with all political parties and talks with PML-Q are in process.

“President Asif Ali Zardari handed over the powers to the parliament, fulfilling his promise to nation for strengthening the democratic institutions,” said Malik.

Malik said that incidents of target killings in Karachi have been reduced after measures were taken by security forces.

He said terrorists have targeted the Navy busses because their Jawans are fighting against terrorists.

Malik said ensuring peace in the country is top priority of the government and steps are being taken to eliminate the target killers.

Another Conspiracy against Pakistan

All the member who voted in favour of 18 amendment must be hanged as TRAITORS becaz 18 amendment have paved the way to make Pak like past Yugoslavia. In a country where all people have love with their provinces but not with Pakistan, do not deserve 18 amendment AT ALL. In this situation, we must call dead Ayub Khan to make ONE UNIT. When people will start to love Pakistan more than their provinces then will be time to implement on 18 amendment and then will be time to make more provinces based on administration view point and not on race or language. By the way Saraikee is never a separate language but is another dialect style of Punjabi.
All Arab countries has Arabic but with different dialect style. U will not see any Saraikee-Arabic there. Conspiracy against Punjab mean Conspiracy against Pakistan. This is only Punjabi who never played a Sindhi Card or a Balochi Card or a Pakhtoon Card BUT ALWAYS PAKISTANI CARD.

Pakistan should be divided into at least 25 States on AMINITRATIVE grounds. Old Divisions can be declared a State. Each State to have an Assembly, Elected Governor, University, State Court(High Court), Industrial area. Further subdivisions should be at Tehsil Level(can be called Counties) and Districts should be ababdoned(this will save huge administrative bill. For exampple Lahore Division should be Lahore State with all the Tehsils of Lahore, Shekhopura, Okara & Kasur. New name of Pakistan could be just Pakistan or United States of Pakistan.
Seats of National Assembly to be reduced to 100 ( about 4-5/State). Senate should be abolished. Only 15 Ministeries to be kept at Federal level. Only non-elected technical experts can be Ministers. No reserved Seats. Democratic Parties holding internal elections every 5 years on fixed dates (NOT SELECTIONS) be allowed to run for elections.
Supreme Court Judges to be reduced to 9 and for Lifelong.

Further subdivisions should be at Tehsil Level(can be called Counties) and Districts should be ababdoned(this will save huge administrative bill). For exampple Lahore Division could be made Lahore State/Province with all the Tehsils of Lahore, Shekhopura, Okara & Kasur. I didn't like the names of your proposed provinces. I would rather stick to names of Divisions. And your proposed provinces are too large to administer. Divisions are already functioning units and it would be too easy to just declare them a province or a State.
New name of Pakistan could be just Pakistan or United States of Pakistan

Formation of new provinces should not be on ethnic basis as it will augment ethnicity in the country rather they should be formed on administrative basis. It would negate provincialism, promote nationalism, harmony and the country would be on the path of development. Splitting the provinces into more compact, efficient and effective units would also have the added benefit of reducing the importance of Provincies, which interfered with the cohesion of the country as one Nation. Provincial slogans would be replaced by national slogans and everyone would be a Pakistani instead of Pashtoon, Punjabi, Sindhi or Baluch. , it would discourage some politicians who raise their provincial slogans such as ‘’Greater Baluchistan’’, “Jeay Sindh”, “Pashtoonistan” and ‘’ jag Punjabi jag’’ would lose their charm and these slogans would become irrelevant and they would also lose the power to divide the country into racial blocks.

The 1973 Constitution is the only consensus document binding the federation. It neither recognises nor foresees the further division of Pakistan into more provinces. The manifestos of the PPP and its ally, the Q League, make no reference to new provinces. Thus, the call for more provinces is nothing but reckless desperation of a morally bankrupt political leadership which sees defeat written large in the next election.

The Q League, which is in the process of rapid evaporation, is the most vociferous proponent of more provinces. Chaudhry Shujaat and Pervez Elahi have the most to lose come elections and are therefore eager incendiaries demanding a division of Punjab. In the week leading to Pakistan’s independence day, the PML-Q introduced a proposal in the Punjab Assembly for breaking Punjab and creating a Seraiki province.
The PPP, whose new poster boys were never seen in Benazir Bhutto’s lifetime, is equally passionate about new provinces, at least in Punjab. President Zardari’s trusted troubleshooter, Dr Babar Awan, claims that the Seraiki province cannot be suppressed any longer. As if this was a long-standing promise of the PPP. It is obvious that the PPP high command feels there is no national slogan which is capable of garnering votes in the next election, and it’s only option will be to pit the people of Punjab against each other.

For those who want a Balkanised Pakistan, a Seraiki province is not enough in Punjab. Mohammad Ali Durrani, General Musharraf’s information minister, is hoping to come out of the political wilderness by leading the battle for a Bahawalpur province. Durrani’s vision is to restore the former nawab of Bhawalpur’s scion to the lost glory of the British Raj. Another notable supporter of a Bahawalpur province is Izajul Haq, who leads his own one-man faction of PML (Ziaul Haq).

In what is developing into a rapid free for all, Dr Nazir Bhatti of the Pakistan Christian Congress is demanding the formation of a Christian province in southwest Punjab. On the other hand, a JUI MPA from Mianwali rejects the proposal for a Seraiki province and has demanded a Thal province where people of his constituency can be free, according to him, from the lords of Multan. The temperatures are slowly rising. In the last parliamentary session of the Punjab Assembly, the proponents of Seraiki vs Thal provinces traded insults and abuses and had to be physically restrained from attacking each other.

The danger of lighting a fire in Punjab is that it can engulf the entire country. The demand for a Hazara province to be carved out of Khyber-Pakhtunkhwa has now been renewed. Dozens were killed in rioting leading up to a mere change of name from NWFP to Khyber-Pakhtunkhwa. Imagine the bloodletting which will welcome the partition of a province. And with every drop of blood wasted in the name of division of provinces, it is the federation of Pakistan which will suffer irreparable harm.

For MQM supporters, the demand for Karachi and Hyderabad as a separate province is literally the writing on the wall and the restoration of the city district governments is considered its foundation. However, Sindhi nationalists promise that their province will only be divided over their dead bodies. There is already no dearth of violence in Karachi and we cannot afford more bloodletting. Stoking the fires of division in far away Punjab merely to cut the Sharif’s down to size is likely to not only destroy PPP’s traditional vote bank in Sindh, but threaten Pakistan as we know it. :undecided:

Establishment has learnt its lesson , i dont think nor i hope they will ever intervene in civil matters , Issue cant be supressed read the article. Army have no choice but to let people decide ... i am hoping any decisions after next elections
