There is no such thing as "Indian Police", there is J&K police, TN police etc. Police in India is a state matter. They don't get their funds from the defence budget, the state budget has allocations for police, so states with good budgets have good equipment. So the budget of billions you are talking about is reserved to deal with external elements.
