No it does not, under the ground there are no boundaries.
Actually as VCheng pointed out it is not a question of borders - All of iranian oilfields are located in West of Iran in area that has no semblance [ in geological terms ] to Pakistan.
We may be neighbours [ Iran-Pakistan ] but most of our geology could be from other side of the planet.The sad fact is [ self masturbating asides ] that the Indus Valley geology is very poor as regards to mineral/oil resources. Most of our geology is raw and very young in geological terms.
As a result we are almost bereft of any coal, iron, aluminium or oil. All are needed for modern industry. We have some gas but it is not sufficient for our burgeoning poulation.
All that hype about Thar coal is just that ...... hype. I have in my back garden rusty coloured soil. Any inspection would reveal that as indicative or ferrous ore which contains the elemant iron. Any further analysis would also probably reveal traces of gold and coal.
That does not mean I can set up a mine there and get rich overnight. The truth is elemants such as Iron etc are found almost everywhere. The problem is extraction. You have to have a certain purity before it becomes economical to mine. In the case of coal anthracite the highest grade has most carbon and thus the heat content.
Lower grade coal such as the Thar coal has very low heat content but very high moisture content therefore making it uneconomical. That explains why we do not have a long line in Islamabad of multinationals ready to sign contracts. Rest assured if we discovered large deposits of high grade coal or iron we would have multinationals falling over each other to sign contracts with Pakistan.

Compare Australia which exported 400 million tons of coal to China and Japan earning it $40 billion. It also exported $55 billion of Iron ore most of which went to our friend China. If we had these resources locked away in our soil you think the Chinese would be going to racist Australians for their Iron imports?
Just think about it, between coal and iron [ both bounty of nature ] Australia earns nearly $95 billion that is almost 4 times more than our combined exports. Thats what you call resource [

So guys irrespective of daku Zardari we are going to continue to be resource starved country - Maybe the mullahs could force every Pakistani to pray 5 times a day, kill all the blasphemers than Allah Almighty might decide to change our geology so that out pours oil, gas and the sandy soil turns into iron, coal, gold, zinc, manganese etc.
Then Pakistan would also be blessed like USA or Australia is !!!
