Pakistan's second largest Natural Gas reservoir in Kirthar: Sindh

Most of Iran's oil is along the Gulf, well in its west, and stops well short of the border with Pakistan, actually:

Why is it that BD and Pakistan are the only two Muslim countries where oil has't been found? No, Allah SWT hasn't decided that way. It is the sons of the Satan who have been unable to subdue us politically to a degree required. For sure we both have oil. But we won't give it to the Seven Sisters like the fat Arabs. So prospecting remains off.

Well, what is stopping the Pakistanis and the BDeshi's for prospecting for the oil themselves? They can look for it themselves instead of relying on someone else to drill it up for them, right? Go for it.

Im not commenting on the first part..
But as for the second.. There isnt much in the way of sophisticated prospecting and procedures for it.
There are local firms such as the Hashoo group and others that do own oil rigs operating inside Pakistan.
But their prospecting has been limited to shallow depth fields.
Along with the necessary kickbacks and commissions, foriegn oil companies are the only ones that possess the sophistication to drill down deep and get to the oil

Lack of expertise plus poor management and corruption is sufficient explanation, I would think. However, the onus to develop the required expertise, improve management and remove corruption is 100% on the nation itself. The blame cannot be shifted elsewhere.

We are talking about factors that can be changed externally.
One cannot help the non existence of onus .. apparently through genetics.. It just isnt there.

I am not sure I quite understand what you are trying to say here.
