ইশতেয়াক হোসেনের বাড়ি পাকিস্তান অধিকৃত কাশ্মিরের দড়ার বাজারে। বাংলাদেশে দীর্ঘদিন অবস্থান করলেও ঠিকমতো বাংলা বলতে পারেন না। তবে সিলেটে কাজের সুবাদে ২০১৩ সালে বিয়ে করেন কানাইঘাট গাছবাড়ি নয়াগ্রামের বাসিন্দা নাজিরা বেগমকে।
ইশতেয়াক ও নাজিরা দম্পতি সিলেট নগরীতে এখন আতঙ্কের নাম। ইতোমধ্যে তারা বিষিয়ে তুলেছেন নগরীর কয়েকটি এলাকা। তাদের সঙ্গে রয়েছে একটি চক্র। সেই চক্রের ইন্ধনে তারা মানুষকে জিম্মি করে দাবি করেন মোট অঙ্কের টাকা। দাবিকৃত টাকা না দিলে ভয়-ভীতি দেখান মামলার।
কৌশল আর বুদ্ধিমত্তাকে কাজে লাগিয়ে তারা প্রথমে বাসা ভাড়া নেন। এরপর বাসা ভাড়া পরিশোধ না করে বাসা দখলে রেখে নানা নাটক রচনা করেন। শ্লীলতহানিসহ নানা মিথ্যা অভিযোগ তুলে বাসার মালিককে নাজেহাল করাই তাদের কাজ। সামাজিকতার ভয়ে তাদের বিরুদ্ধে কেউ কথা বলেন না। তবুও সাহস করে কেউ তাদের অন্যায়ের প্রতিবাদ করলে সেই ব্যক্তির বিরুদ্ধে আনা হয় শ্লীলতাহানির অভিযোগ। এমনকি তা থানা পর্যন্ত গড়ায়। পুলিশও রহস্যজনক কারণে তাদের অভিযোগ পাওয়ার পর পরই কোনও তদন্ত ছাড়াই মামলা হিসেবে নথিভুক্ত করে।
এই দম্পতির বেপরোয়া আচরণে সিলেট সিটি করপোরেশনের ১৯নং ওয়ার্ডের কয়েকটি এলাকার মানুষ অতিষ্ঠ। ইশতেয়াক ও নাজিরা দম্পতির অসহায়ত্ব দেখে নিজের ব্যবসা প্রতিষ্ঠানের জন্য ভাড়া নেওয়া পূর্ব শাহী ঈদগাহস্থ এলাকার একটি বাসার অংশ তাদেরকে ভাড়া দিয়েছিলেন সিলেটের ব্যবসায়ী মাসুমুর রহমান নামের এক ব্যক্তি। বাসা ভাড়া চাইতে গিয়ে তাকে মামলার আসামিও করা হয়। শুধু মামলা নয় তার বিরুদ্ধে মিথ্যা অভিযোগ এনে থানায় সাধারণ ডায়েরিও করা হয়। পুলিশের তদন্তে সেই সাধারণ ডায়েরি মিথ্যা প্রমাণিত হয়।
সিলেট মহানগর পুলিশের উপ-পুলিশ কমিশনার (গণমাধ্যম) আশরাফ উল্ল্যাহ বলেন, শাহী ঈদগাহ এলাকায় থাকা পাকিস্তানি নাগরিক ইশতেয়াক হোসেনকে নিয়ে পুলিশের একটি দল কাজ করে যাচ্ছে। তার বিষয়ে তথ্য সংগ্রহ করা হচ্ছে। পুলিশ বিশেষ গুরুত্ব দিয়ে বিষয়টি খতিয়ে দেখছে।
স্থানীয়রা জানিয়েছেন, ইশতেয়াক হোসেন বাংলাদেশি নাগরিক নন। তিনি পাকিস্তানি। প্রথম বিয়ে করার পর স্ত্রীর মৃত্যু হওয়ায় তিনি কানাইঘাট গাছাবাড়ি এলাকার নাজিরা বেগমকে বিয়ে করেন। নিজেদের অপরাধ আড়াল করতে ইশতেয়াক তার স্ত্রীকে ট্রাম্প কার্ড হিসেবে ব্যবহার করেন। যাতে স্ত্রীর উগ্র আচরণে ভয় পেয়ে আর কেউ তাদের বিষয় নিয়ে কথা না বলেন। তাদের বেপরোয়া আচরণে মান-সম্মানের ভয়ে স্থানীয় কাউন্সিলরসহ এলাকার সালিশ ব্যক্তিত্বরাও চুপসে গেছেন।
জানা যায়, পাকিস্তানের কাশ্মিরের নাগরিক ইশতেয়াক হোসেন ও নাজিরা বেগমের ১ ছেলে ও ২ মেয়ে রয়েছে। গত বছরের ডিসেম্বরের দিকে ব্যবসায়ী মাসুম তাদের অবস্থা দেখে মানবিক দিক বিবেচনা করে তার ব্যবসা প্রতিষ্ঠানের জন্য ভাড়া নেওয়া পূর্ব শাহী ঈদগাহের অনামিকা ৫৪/এ বাসার একটি অংশ মাসে ৭ হাজার টাকায় মৌখিকভাবে তাদেরকে ভাড়া দেন। প্রথম মাসে তারা ৭ হাজার টাকা পরিশোধ করলেও পরের মাস থেকে শুরু করে টালবাহানা। এমনকি স্থানীয়রা বিষয়টি মীমাংসা করতে গেলে ইশতেয়াক ও নাজিরা বেগম তাদের সঙ্গেও উগ্র আচরণ করেন। এদিকে গত ২২ আগস্ট নাজিরা বেগম কোতোয়ালি থানায় সাধারণ ডায়েরি (নং-১৫১৯) দায়ের করেন। এতে তিনি উল্লেখ করেন, মাসুম নামের এক ব্যক্তির কাছ থেকে বাসাটি ভাড়া নেন। বাসা ভাড়া বেশি পাওয়ার জন্য তাদেরকে বাসা থেকে বেরিয়ে যাওয়ার জন্য হুমকি ও ভয়ভীতি প্রদর্শন করেন মাসুম। পরে কোতোয়ালি থানার এসআই বিমল চন্দ্র দে ওই জিডির প্রতিবেদন দাখিল করেন গত ১ সেপ্টেম্বর। প্রতিবেদনে তিনি উল্লেখ করেন, বাদীকে (নাজিরা) বিবাদী (মাসুম) কর্তৃক হুমকি ভয়ভীতি প্রাণে হত্যার ভয়সহ কিল-ঘুষির ঘটনা ঘটেনি। বিধায় আইনগত ব্যবস্থা গ্রহণ করা হয়নি।
অপরদিকে ব্যবসায়ী মাসুম ১৩ সেপ্টেম্বর কোতোয়ালি থানায় সাধারণ ডায়েরি (নং-১০৩৯) দায়ের করেন। এতে তিনি উল্লেখ করেন, বাসা ভাড়া চাইলে আমাকে মিথ্যা মামলা জড়ানোর হুমকি দেয়। মিথ্যা মামলায় ক্ষতি সাধন করতে পারে বলে তিনি আশঙ্কা করেন।
১৯নং ওয়ার্ড কাউন্সিলর এসএম শওকত আমীন তৌহিদ বলেন, ইশতেয়াক ও নাজিরা বেগমকে অসহায় দেখে আমার ওয়ার্ডের আওতাধীন কয়েকটি এলাকার কয়েকজন তাদেরকে বাসা ভাড়া দিয়ে বিপদে পড়ে। এই দুজন মানুষের কারণে এলাকার পরিবেশ নষ্ট হচ্ছে। তিনি আরও বলেন, আমরা যতটুকু খবর নিয়েছি এবং জেনেছি ইশতেয়াক বাংলাদেশের নাগরিক নন। তার জন্মস্থান পাকিস্তানের কাশ্মিরে। সিলেটের কানাইঘাটে বিয়ে করার সুবাদে তিনি সিলেটে বসবাস করে আসছেন। তিনি কোনও ওয়ার্ডেরও স্থানীয় বাসিন্দা নন। তাদের অপকর্মের বিষয়ে কোতোয়ালি থানা পুলিশও অবগত।
পূর্ব শাহী ঈদগাহ এলাকার বাসিন্দা ও মহানগর আওয়ামী লীগের সাবেক সদস্য নাজমুল ইসলাম এহিয়া বলেন, ইশতেয়াক ও নাজিরা বেগমের অবস্থা দেখে মানবিক কারণে মাসুম নামের এক ব্যবসায়ী তার নেওয়া ভাড়া বাসার একটি অংশ তাদের ভাড়া দেন। তাদের সাহায্য করে ওই ব্যবসায়ী মহা সমস্যায় পড়েছেন। ওই দম্পতি ভাড়া তো ১ বছর থেকে দিচ্ছে না বরং তার ওপর হামলার অভিযোগ এনে কোতোয়ালি থানায় একটি সাজানো মামলা দায়ের করে তাকে প্রতিনিয়ত হেনেস্তা করেই যাচ্ছে।
তিনি আরও বলেন, এসব বিষয়ে আমরা স্থানীয় কয়েকজন মিলে ইশতেয়াক ও নাজিরা বেগমের কাছে গিয়ে বাসা ছাড়ার অনুরোধ করে লাভ হয়নি। বরং তারা বাসাটি দখল করে রাখার হুমকি দেয়। তাদের আচার-আচরণ এতটাই খারাপ যে আর কেউ কোনও কথা বলতে রাজি হননি। এককথায় তার সন্তানসহ স্বামী-স্ত্রী খুবই উগ্র। ইশতেয়াক পাকিস্তানের বাসিন্দা। দীর্ঘদিন থেকে সে সিলেটে বসবাস করে আসছে।
ব্যবসায়ী মাসুম রহমান বলেন, আমার বিরুদ্ধে অপপ্রচারসহ নানা ষড়যন্ত্র চলছে। আমাকে মিথ্যা মামলা দিয়েও হয়রানি করা হচ্ছে। অথচ মামলাটি নথিভুক্ত হওয়ার পূর্বে তদন্ত হয়নি। মানবিকতা দেখানোর কারণেই আমি ক্ষতিগ্রস্ত হচ্ছি। আমি যদি খারাপ হতাম তাহলে এলাকার মানুষ আমার পক্ষে থাকতেন না। আমার এলাকার গণ্যমান্য ব্যক্তিদের সঙ্গে উগ্র ও অশ্লীল ভাষায় কথা বলে নাজিরা ও তার স্বামী।
অভিযোগের বিষয়ে ইশতেয়াকের স্ত্রী নাজিরা বেগম বলেন, আমাদের বিরুদ্ধে যেসব অভিযোগ তোলা হচ্ছে সেগুলো সত্য নয়। আমাদের ওই বাসায় ফ্রিতে থাকতে দেওয়া হয়েছে। তিনি জানান, তার স্বামী ইশতেয়াক হোসেন পাকিস্তানের নাগরিক। ২০১৩ সালে তাদের বিয়ে হয়। ইশতেয়াক সিএনজি গ্যাস পাম্পে কাজ করেন। তিনি প্রায় ১৫ বছর থেকে সিলেটে অবস্থান করছেন।
তবে ইশতেয়াক হোসেন বলেন, আমি বাংলাদেশি নাগরিক। আমার কাছে বাংলাদেশের পাসপোর্টও রয়েছে। পাশাপাশি আমি পাকিস্তানেরও নাগরিক। আমার বিরুদ্ধে যেসব ষড়যন্ত্র শুরু হয়েছে আমি এসব বিষয়ে পাকিস্তানের হাইকমিশনারের কাছে অভিযোগ দিয়েছি। এখন বিষয়টি তারা দেখবেন।

People in some areas of Ward No. 19 of Sylhet City Corporation are upset over the reckless behavior of the couple. Ishtiaq and Nazira, seeing the helplessness of the couple, rented a part of a house in the East Shahi Eidgah area for their own business to a businessman named Masumur Rahman from Sylhet. He was also accused in the case while seeking rent. Not only the case but also a general diary was kept at the police station with false allegations against him. The police investigation proved that general diary to be false. Sylhet Metropolitan Police Deputy Commissioner of Police (Media) Ashraf Ullah said a police team was working with Ishtiaq Hossain, a Pakistani national in the Shahi Eidgah area. Information about him is being collected. The police are investigating the matter with special importance. According to locals, Ishtayak Hossain is not a Bangladeshi citizen.
He is Pakistani. After his first marriage, his wife died and he married Nazira Begum of Kanaighat Gachabari area. Ishtiaq uses his wife as a trump card to cover up his crimes. So that no one would talk about their wife for fear of her violent behavior. Fearing respect for their reckless behavior, local councilors and local arbitrators have also gone silent. Masum threatened and intimidated them into leaving the house to get more rent. Later, Kotwali police station SI Bimal Chandra Dey submitted the report of the GD on September 1. In the report, he mentioned that the plaintiff (Nazira) was not threatened or killed by the defendant (Masum). Legal action was not taken. On the other hand, businessman Masum filed a general diary (No. 1039) with Kotwali police station on September 13. In it, he mentions, threatening to file a false case if I want to rent a house. He fears that a false case could cause harm. Ward 19 Councilor SM Shawkat Amin Touhid said, “Seeing Ishtiaq and Nazira Begum helpless, some people from some areas under my ward are in danger of renting them houses. The environment of the area is being ruined due to these two people. "As far as we know, Ishtiaq is not a citizen of Bangladesh," he added. He was born in Kashmir, Pakistan. With their help, the businessman is in big trouble. The couple has not been paying rent for a year but has been harassing him by filing a case with the Kotwali police station alleging assault on him. "We went to Ishtiaq and Nazira Begum with some locals and asked them to leave the house," he added. Instead, they threatened to occupy the house. Their behavior was so bad that no one else agreed to talk. In a word, her husband and wife are very violent. Ishtiaq is a resident of Pakistan. He has been living in Sylhet for a long time. Businessman Masum Rahman said, "There are various conspiracies against me including propaganda." I am also being harassed with false cases. However, the case was not investigated before it was registered. I am suffering because of showing humanity. If I was bad the people in the area wouldn’t be on my side. Nazira and her husband speak obscene language to prominent people in my area.
Regarding the allegations, Ishtiaq's wife Nazira Begum said, "The allegations against us are not true." We were allowed to stay in that house for free. She said her husband Ishtiaq Hossain is a citizen of Pakistan. They got married in 2013. Ishtayak works at a CNG gas pump. He has been staying in Sylhet for about 15 years. However, Ishtiaq Hossain said, I am a Bangladeshi citizen. I also have a Bangladeshi passport. Besides, I am also a citizen of Pakistan. I have complained to the High Commissioner of Pakistan about the conspiracies against me. Now they will look into the matter.
