If it is to attack then the best time is when damns are 90% complete, No water to flood Pakistani lands, nearly all the resources of the project, materials and time would be there waiting to be claimed.
This would result in wastage of finance that was spent building them, dams wouldn't have served their purpose even to 0.1%, and also it will cost India the time of years that was spent building the dam, leaving India with no solution for their water crisis, which will result in worsening the crisis till the plan B is executed which is of course, not on par wit the expected results of plan A and last but not the least(dreaming that this dam will dry up Pakistani lands). And this will mark a very deep political impact and a psychological victory!
