Going for more "advanced" sanction prone F-16s doesn't make any sense. I would rather opt for more JF-17s as opposed to F-16s at this stage. The current F-16 inventory is sufficient and ideally needs to be supplemented with superior platforms. If money is an issue we ought to stick with JF-17. Pakistan is probably hoping for F-16s on soft loan terms which seems unlikely.
One thing recent wars have shown is in the air superior technology wins. Anything less then the best is just junk waiting to be shot down and contribute to enemy kills.
When shat hits the fan our air chief knows more than you and I. He knows he would rather have his men going out to face the best the Indian's have in F-16s. The Thunder is good for ground attack and support.
The tip of spear is F-16. The chief who has spent his life flying fighters knows this ....
