Max bhai,
May I interject? I have a contrarian view.
I think MNS is doing the right thing- building infra- that will enable businesses which in turn will create jobs and employment. Once these employed folks have money in their hand they will spend it on getting proper education and skill for their kids, creating a virtuous cycle.
Spending public money on education is complete waste of money- just ghost schools, ghost teachers, zero bate sannata education. If at all money has to be spent on social sector, best thing is to spend on sanitation and health care so that at least kids grow up without damaged brains in the early part of their life (the so-called first 1000 days).
Regards
