You need a purpose to an arms race. in the Pakistan/India conflict scenario what difference does a 5000km missile make over a 1000km missile? Will it take the scenic route before landing in Pakistan?

Our current missiles target anywhere in India - by making a 5000km missile, will we have it fly to Japan for tea first and then go to India?

Long range weapons would pose a potential threat to other countries - you can't display such ambitions whilst going around asking for debt relief etc. You need to have a significant degree of economic independence and strong political ties with other countries in the world before you can develop such weapons without them being considered a threat.

3M54 Kalibr M is still under production. The russians have more experience and a stronger economy than ours. Then again, are we gonna go to war witg russia any time soon?
