Dead Taliban still may have relatives in those tribal areas.

There is no pussyfooting around this threat for fear of backlash. The backlash is already there; just look at the losses in Pakistan over the last few years. There is no keeping "hands as clean as possible". The best way to eliminate the threat once and for all is to ensure a thorough cleanup.

It is not the cowboy with the M-16, but the nerdy guy munching on a cheeseburger controlling a drone over FATA that does the job over territory that should be cleaned up by the "tattered" PA soldier, while his general speeds around in S-class Mercedes.

Given the historically porous nature of the border over difficult terrain and with the same tribes across both sides, the cleanup must be concurrently on both sides to be effective.
