Tirah Valley needs to be controlled, as militants running away from Orakzai go to either NWA or mostly to Tirrah Valley and use it for hit & run tactics.

exactly my point - run and hide and then attack the GLOC whereever they are - for militants its not an issue. they have their logistics to move fast - and yes Tirah op is at NATO's behest bcuz they have been after us to do so for a long time and also to go into NWA - that my opinion.
Ohh sir ji, kindly understand, tirah is not a feasible location to launch any kind of attacks on the GLOC. That route is impossible to get attacked from Tirah. More attacks on the NATO supply trucks have happened in and around Peshawar compared to attacks on the route inside Khyber Agency. The GLOC goes through the Jamrud & landikotal tehsil areas. Then you have Bara tehsil, notorious for LeI guys and beyond Bara tehsil you have this Tirah Valley.

And Tirah is on the left of this route, some 65-80KM away if you draw a straight line towards the Kurram / Orakzai Border.
Thus is has nothing to do with NATO withdrawal, as attacks on the NATO line are still happening and will keep continuing even if the Tirah Operation continues.
