Army is distributing cash cards to the civilians in war zones.....which ministry is involved with issuing them? Is it Ministry for Finance and Economic Affairs or would it be Ministry of Population Welfare?
 
Army is distributing cash cards to the civilians in war zones.....which ministry is involved with issuing them? Is it Ministry for Finance and Economic Affairs or would it be Ministry of Population Welfare?

I think the Cash/ATM cards are of UBL only and its being done through the SSG guys, no ministry is involved in this. Data is verified from Nadra and then details for card are sent to the bank, who make it and send it to relief camps and are distributed to refugees.

SARAROGHA: Pakistani forces have captured most main Taliban bases in their offensive in South Waziristan and will soon fan out into the rugged countryside to hunt for militants there, commanders said on Tuesday.

Soldiers have advanced faster than expected in their month-long offensive, seizing main roads and Taliban bases but militant leaders have apparently melted away while their bombers have unleashed carnage in towns.

Chief military spokesman Major General Athar Abbas told reporters on a trip to South Waziristan with the army that some militants might have slipped out the region but many were hiding.

‘We still believe many are still here. They have gone to the countryside, the forested areas, to villages and into the caves,’ Abbas said.

‘After taking complete control of the roads and the tracks, we are going to chase them in the forested areas, wherever they are hiding in the countryside,’ he said.

More than 500 militants had been killed in the offensive since Oct. 17 while 70 soldiers had been killed, he said.

There has been no independent verification of casualties as reporters and other independent observers are not allowed into the conflict zone except on an occasional trip with the military.

The army on Tuesday took reporters to the captured Taliban bastion of Sararogha, where former Pakistani Taliban chief Baitullah Mehsud was killed by a missile-firing US drone aircraft on August 5.

Surrounded by barren, rocky ridges and cut through by dried-up streams, the settlement of mud-walled compounds was deserted of civilians. A security force fort that the militants captured was almost completely destroyed in the fighting.

Hiding in caves

Soldiers displayed militant pamphlets including one on making bombs, captured ammunition and weapons, and pouched vests that suicide bombers pack with explosives and strap on.

Brigadier Mohammad Shafiq said his men had battled hard to capture the base: ‘Their defences were well-constructed and we faced extremely tough resistance.’

In the captured militant stronghold of Ladha, Brigadier Farrukh Jamal said his men had surrounded 35 militants hiding in forest-covered mountains nearby.

‘They are hiding in caves and we will capture them soon or kill them,’ Jamal said.

Several rifle shots rang out and smoke rose over the slopes where the militants were hiding.

Jamal said his men had cut militant supply lines and would soon be advancing into deep forest to the west.

Prime Minister Yusuf Raza Gilani, visiting people displaced by the fighting, said he hoped the offensive would be over earlier than expected and civilians could go home.

US President Barack Obama is hoping the Pakistani army will soon direct its attention to the Afghan Taliban factions and has stepped up pressure on Pakistan to go after them, the New York Times reported on Monday.

Abbas said the expected defeat of the Taliban in South Waziristan would create new conditions and opportunities.

‘You have defeated the main, strongest terrorist organisation of the area and it will create effects all around.

It creates voids all around and will open more options for the state and military,’ Abbas said.

‘Maybe you don’t have to conduct more operations. By those effects you can achieve those objectives,’ he said. —Reuters

TTP in Orakzai

With the TTP’s strongholds in South Waziristan, the erstwhile ‘centre of gravity’ of militancy, going down like ninepins, another tribal agency is beginning to take centre stage in the counter-insurgency under way in Fata and northwest Pakistan — Orakzai Agency.

‘Taliban’s Orakzai positions bombed’ was a front-page headline in this newspaper yesterday and there is every indication that the ongoing campaign of aerial bombing will continue to chip away at the TTP’s strongholds in the area. Following Operation Rah-i-Nijat in South Waziristan, it has emerged that not just the top leadership of the TTP but even many of its foot soldiers had already escaped from South Waziristan and fled, it is believed, mainly to Kurram and Orazkai agencies.

Orakzai in particular has become the focus of analysts because of its links to Hakeemullah Mehsud. Hakeemullah is believed to have laid his claim to the TTP leadership slot on the back of the fiefdom he established in parts of Orakzai, making the agency a natural hiding place for TTP militants on the run. Hakeemullah’s second wife is also from Orakzai.

Aerial pounding alone, however, will not do much to disrupt the TTP that may be regrouping in Orakzai. Past experience has shown that without boots on the ground, the militants are by and large able to run their affairs unimpeded. Unlike the other tribal agencies in Fata, the armed forces have an advantage in Orakzai in that there are relatively few entry and exit points and the area could perhaps be sealed by as little as a brigade-sized force of the army. Using the Frontier Corps to do the job is more difficult because at the moment it cannot get past Bara in Khyber Agency where the Mangal Bagh-led Lashkar-i-Islam has linked up with the TTP to thwart the FC.

However, and this is where it gets tricky, the army’s strategy thus far has been to shut down TTP strongholds sequentially, building up forces and planning for months before entering a new area. While there is no doubt that the army’s strategy has at least been successful in terms of clearing and holding several parts of Fata and northwest Pakistan, a central question has yet to be answered: can a sequential ground campaign in Fata defeat the militants or is it dragging out a campaign that could otherwise be quicker in achieving full-spectrum success? There are no easy answers, in part because the army still seems to be learning about the TTP’s strategies for survival. At the very least, though, the army should be looking at adjusting its strategy against an enemy that is extremely canny.

PM asks philanthropists, PPP workers to support IDPs

D.I. KHAN, Nov 17 (APP): Prime Minister Syed Yusuf Raza Gilani Tuesday asked the philanthropists and PPP workers to extend their all out support to the Internally Displaced Persons (IDPs) of South Waiziristan.

He was addressing the PPP workers after visiting the relief center established for the IDPs of South Waziristan here.The Prime Minister said the development of backward areas was on the top agenda of the government and it would take every step to resolve the issues which people of D I Khan were confronting.

He asked the party workers to play their role and support the law enforcement agencies for restoration of peace in the area.

Workers of PPP on this occasion also apprised the Prime Minister of their problems. The Prime Minister assured them to take up and resolve their problems on priority basis.

The Prime Minister also directed the Minister of State for Finance and Economic Affairs for consideration of the Chashma Right Bank Canal project.

Federal Ministers,,MNAs and Governor NWFP were also present on the occasion.

i attended a function the other day, hosted by "DIL" NGO which is basically collecting money and running charity events for the construction of schools in FATA and Southern Punjab.

i hope they can all collaborate and help bring hope to the young generations in undeveloped areas

After the devastating suicide bomb attack on a tribal jirga in which 150+ tribal elders, children died, the will of the locals to confront TTP without govt support melted away. Lashkars will not confront them without govt support behind them as its not in their capacity to do, except for the tribes in Kurram agency who are confronting them.

Oh yeah!!!Liberating Swat from Taliban and restoring Pakistan's government writ was a trap of US to get oil!! Man gotta hand it to taliban apologists.Find new ways to spread their propaganda.:cheers:

Plzzzzzzzzzzzzzzzzzzzzzzzzzz read the latest budget figures approx 2.0 trillion or so budget 330Billion defence budget does not comprises 60% of the budget in any way.

Kindly stop the 80s 90s figures being quoted in late 2000.
 
my only "problem" that gets my blood boiling to dangerous levels is when people like Hillary Clinton say "do more do more"

i think from Rah e Rast to Rah e Nejat -- we've been more pro-active than ISAF combined.

Our soldiers are out on the roads, in the valleys and up in the hills.....they arent driving around in bomb-proof humvees. They are on foot.

His area of domain is around jandola area and goes beside the mehsud territory parallel to the jandola-sararogha axis, he played his part in evicting TTP men from jandola and surrounding area with PA help, now as no TTP men in his area so he is just enjoying his time as he cannot venture in the Mehsud tribe area.
