The F-22's RCS is said to be 0.001sqm and at side, back or top will not make much difference in the detection factor; however, what can help in the detection is the combination use of an AESA radar and IRST pod. Have to take note that by the time it is found, the enemy will be already well within its missile range. Also, note that all the Raptor's armament is internal; thus, once the bay door opens the RCS will increase drastically making it easier to identify. I would like to point out the human factor as well; especially, when it concerns the radar operator. By experience, operators can identify false signatures from real ones. As an example, during the downing of Ale-Agha's F-14, the RIO had locked on the incoming Silk Worm missile which is an anti-ship surface to sea missile. The missile homed on the F-14 radar lock. The incident could have been avoided if the RIO had broken off the lock once and got a lock in ACM mode or the pilot switched to PLM lock during visual confirmation. So why did this happen? The reason was that already there were other Iraqi fighters in the vicinity and the F-14 assumed that the Silk Worm was another fighter approaching; while if in a none combat situation, the RIO may have suspected the target to be a missile because of its constant speed and direction without any course change. It's not only the fighter or weapon that counts but the man operating it as well.

IRST range depending on models vary but Max. is around 100KMs in ideal condition. They way you are going about this is having the F-22 as a sitting duck following your conditions. First off not many aircrafts can cruise easily at 65,000+ (20KM) altitude so that you have a better contrast for the IRST to detect the plane!! Secondly, as said, if you want to shoot them down with a Phoenix missile then you have to rely on the F-14's IRST. Also, the strike fighters usually fly at low altitude to avoid detection by radar using the ground clutter; hence, in lower altitudes, you will have less contrast to identify enemy using IRST in long distances. The F-22 also gives out much less heat signature than a non-stealth fighter using materials, paint, etc. and pretty much using encapsulation for their engines. More importantly is the time when you can identify the F-22 which by the time you do, it will already be too late. Noting all of this, when it comes to war, all equations change and bring into factor, a multiple variants. So what we are talking about here, is performance and scenarios on paper and not actual!
Ever heard of the outcome of the Iranian F-14 low on fuel engaging 13 Iraqi aircrafts while having some 20 Matra Air to Air Missiles fired at it?!! Or the routine engages of at least 4-5 Mirages against one F-14? These make "Top Gun" look like kid's games! :-)
