Budget surplus means your revenue is more than your expenditure. You get a surplus.

And the defense belongs to central government and not states.

Many other things belong to the states & not the center. You've no point.

For example 92% of the expenditure on education is from the states, not the center.

I just don't understand, if both central and state government are having deficit, how come he is telling me it is 700 bil revenue and 500 bil expenditure. Doesn't add up. Vedic math?

$553 billion is revenue for 2016-17

those are IMF estimates

$580 billion was last government published combined expenditure figure for 2015-16.

So the deficit is even worse if we look at the overall picture. If we look at Union budget, it's roughly 30-40 bil$, still reasonable. Now I get the real picture of how shitty the economic situation is in India.
