Negotiations have begun between the Paris-based Dassault Aviation and New Delhi for upgrading the IAF’s fleet of Mirage 2000 aircraft. The upgrade is estimated to cost $2.2 billion.“The Mirage upgrade was finalised last year during the visit of the French President Nicolas Sarkozy,” a senior Indian Air Force (IAF) official said on condition of anonymity.

“While the formal contract has yet to be signed, the two sides have started negotiations for the MICA multi-mission air-to-air missile, the only missile in the world with two interoperable seekers (active radar and infrared imaging) to cover close-in dogfights and BVR (beyond visual range) for the Mirage upgrade.”

In March, by when the deal was expected to have been signed, IAF chief PV Naik had said that differences over price and legal issues had blocked progress, but since then, “negotiations have been concluded and the report has been submitted to the defence ministry”, the official cited earlier said.

While both sides are keen to get the project off the ground at the earliest, according to sources, discussions still needed to be concluded on the issue of the complement of weapons to be fitted on to the aircraft, which is to be upgraded to the Mirage 2000-5 MkII standard. The aim was to give the aircraft, inducted into the IAF in 1985-88, another 20-25 years of service life.

An Indo-French joint statement had said in December that “discussions concerning the upgrading of Mirage 2000 aircraft are expected to be finalised soon”. There has been no official word on the progress of the Mirage 2000 upgrade deal after that.

According to industry sources, while the cost of upgrading around 50 aircraft is already on the higher side, it is expected to go up by another $700 million if one considers the cost of procuring, integrating and clearing the armament of the upgraded aircraft.

I am hearing about this Mirage-2000 upgrade deal for last six years. They still could not finalize it because they do not care. If it was for VIPs, the deal would have been super fast one. :tdown::tdown:

VIP planes are not used for military use. They don't come with missiles. Process is far less complex.

Also, after blowing up $10 Billion on white elephants C-17, there is no money left for this financial plan. I think this mirage deal will go into 2013-X period.

MICA is waste of money.

200 MICA missiles = money spent on LCA development.

MICA is a handy weapon indeed.the MICA has a range from 500m-60Km thus it has a wide envelope of operation.It is very maneuverable against agile targets and is equipped with a TVC system.The MICA can be used for both dogfights as well as BVR engagements.it has advanced seekers which have potent resistance against ECM and IR-ECCM.it is a good weapon

then why IAF decided to equip LCA with Derby ?

VIP planes are not for military uses but they are not like civilian aircraft either. They have special equipments. Its look like all the military aircraft deals are delayed not the VIP.

Where did you got the $ 10 billion figure for C-17? The military expenditure is not like the way you are thinking. They do not pay all the money at the time of buying.

I dont agree to your not so thoughtful comment. FMS deals are not from pre allocated defense budgets. This purchase is not going to tighten the strings of other purchases in defense deals. yes it may tighten strings on other government projects.

and EF from UK,germany,italy and spain

then why IAF decided to equip LCA with Derby ?

If you look closely then both the Indian Navy's upgraded Sea Harriers and the Air Force's Tejas Mk-1 use the Elta EL/M -2032 as their radar and the Derby BVRAAM as their main BVR missile.secondly in the Mirage upgrade deal MBDA were the main weapons integrator so the MICA was offered but in case of Tejas the Astra wasnt ready so Derby was used as stop gap measure.

1 MICA Missile blows up $3 million. 100 pieces cost $300 million.

Also, it can't be integrated onto Su-30MKI, LCA or planes other than Mirage, because France has refused to transfer codes. Benefit of your own missiles(ASTRA etc.) is, you can fit onto any platform.

I am not against buying MICA but its waste of money. It doesn't give you any returns. Better use half of that money on improving R&D infrastructure in domestic universities who are starving for funds and better resources, facilities.
