Infosys founder Narayana Murthy has endorsed Chief Economic Advisor Kaushik Basu's controversial suggestion that "Give legal immunity to bribe givers". In an exclusive interview, he spoke to CNN-IBN's Sagarika Ghose.

Sagarika Ghose: Kaushik Basu the advisor to the finance ministry has said that bribe giving should be legalised, so that the bribe giver will have an incentive to report the bribe taker to the authorities and you have supported this idea, why do you support this idea?

NR Narayana Murthy: His logic is that today because both the bribe giver and the bribe taker are culpable both activities are illegal, there is no incentive for the bribe giver to squeal after the act...however, if you say that bribe giving in certain low harassment kind of bribes, if you were to say that bribe giving is not illegal but bribe taking is illegal. His logic is that after the act the bribe giver may turn approver and therefore there maybe more and more disincentive for bribe taking.

While I appreciate his logic...while I agree with him by and large...it's a great idea, there is only one lacunae in that...and that is, what may happen is that the class of bribe takers with whom this bribe giver deals, may shun this guy in future transactions because they would say that this will squeal therefore lets not do business with him.

Sagarika Ghose: So, an underworld of bribe givers and bribe takers will emerge and the squealers will kind of be kept out?

NR Narayana Murthy: Yes

I dont agree with this. There is always an inherent risk for the person asking for a bribe. Not a lot of people would take an one sided risk. If both their necks are on the line, he has an unwritten guarantee that the other guy wont report him. But if he is the only one who is liable, he will think twice before accepting a bribe.

I would like to see this enacted. Whichever way this turns out, it is worth a try. It wont get worse than what it is today.

Will it not mean that people will think twice before taking bribe?
We should try this one in one state at least, and see the outcome.

If they institutionalize bribe, then that day will be the initiation of destruction of India... Law and order will fall and there will be chaos all over.. It will be more devastating than a thermonuclear bomb explosion in India.

bribing should be made even more punishable than recieving . people who accept bribe on a regular basis are less afraid than the common man who has to give bribe . if i were to pay a bribe , if there was such a rule , i would rather be glad that bribing is no more an option .

Yeah!! You should also make prostitution legal for so many Indian girls don't have to go to Vegas for prostitution. You can also make pornography legal as well.. What about murder, stealing, burglary, homicide, drug dealing, gay marrage etc.. make all legal.. India is not walking, its running and is running fast

The only difference between other crimes like, murder, stealing, burglary, rape etc is, there is one victim and one aggressor. It is pretty clear who should be punished. In case of bribe, both parties benefit, it is the third party that is the victim (a competitor, taxpayer or the country). This is why Mr. Murthy is seconding this radical solution. We have to start somewhere...

I totally support legalizing prostitution at least then the girl involved will get her fair share, instead of pimps taking the lion's share and abusing them. Regulated prostitution would enforce legal age, provide health care etc. Pretty much same with Drugs, make it available legally, tax it heavily and enforce who can get it, pretty much like cigarettes and alcohol.
