Correct, it saves the time and effort by not having 2 seperate manufacturing lines and costs. One airframe which can serve as jf-17b or jf-17 block 3.One factor in play is CAC/AVIC. They might have told the PAF this can be an option right from the start and they spelled out the time and cost savings of the route.
Blk3 has differences from B model. Notice more composites in the b3 all the way to the forward fuselage below cockpit, serial numbers, spine harnesses for avionics, fbw and fuel pipe for IFR. Also note thicker wing tip which is absent in 601/3.
