In regards to the plane, this will be build in limited quantities to train pilots because that is a national need. If budget grows, the rational thing would be build more Kowsar jets as it offers both air to air and air to ground capabilities.
Obviously, work needs to be done to fully reverse engineer a RD-33 and test it on F-5. Eventually, when we are in a better economic shape, we can start thinking about Qaher family. Regardless of all these plans, we need pilots and Kowar 88 plan (Yasin plane) is a necessary platform to sustain our airforce.

but I did say that governments decided on the amount of funds for each organization, and Rouhani cut 85% of the defense ministry's budget when took the office. (40% of the IRGC budget next year, and many more that I didn't mention)

Really? Ya khodeto zadi be on rah or you live in a delusional reality where adding an additional stabilizer to an aircraft rather than increasing it's weight & drag somehow magically reduces it!
Where as I live in a reality where 2+2 will always = 4 so when you add an additional stabilizer you are very clearly adding weight not reducing it and your quite clearly adding drag not reducing it! And if your not upgrading the engines then clearly your thrust to weight ratio will be effected and with the added drag it will effect the Aircrafts speed, range & payload capacity. And due to the comparatively limited thrust capability of the J85 owj engines the tradeoff dose NOT make sense on a production scale.
As for Ti yes Iranian Presidents are directly involved in the decision making for they pick the mining ministers (sang o madan) and they choose how funds are allocated because in Iran the vast majority of mines are government controlled and the Titanium issue is not a new issue and every single Iranian president since Rafzajani has personally been aware of the Ti issue so yea it's most defiantly one of the things Iranian president directly get involved and attend meeting on for the economy is one of the main responsibilities of presidents and mining in general take up a large portion of government investments in Iran (FYI We need to 1st mine and produce Ti dioxide before getting into Ti composites)
IRGC's government budget has increased year after year every year nonstop so that's absolutely BS not to mention the fact that the IRGC has it's own personal income!(Which I believe has been a great thing so far and they should also allow the Artesh to do the same)
And cutting the defense Ministries budget by 85% doesn't really mean anything if your overall defense spending hasn't changed. Which basically means the only thing that has changed is the way your allocating funds in your yearly government budget and the money that used to get reallocated through the defense ministries budget now gets allocated differently.
